**The Role**
- Plans, designs, manages and authorizes the provision of hydrogeologic services for municipal groundwater supplies and projects. Provides technical expertise on the quantity, quality and protection of the Region’s municipal water supply sources. Assists in the design and implementation of source water protection programs.

**Duties/Responsibilities**
- Assigns and checks work, and provides training and guidance to students, project hydrogeologist, and technicians performing groundwater related work. Makes recommendations regarding performance evaluation to senior hydrogeologist. Administers contracts for consultants and contractors.
- Plans, designs, manages and authorizes hydrogeologic investigations to define the quantity and quality of groundwater resources and sources of surface water and groundwater contamination, expand and upgrade municipal water supply sources, and meet legislative requirements. Assists in public consultation process related to projects.
- Conducts vulnerability and activity risk assessments to meet legislative requirements, including delineation and vulnerability scoring of protection areas, monitoring well construction, and assessing activities for water quality and quantity risks.
- Implements hydrogeologic water quantity and quality monitoring programs. Reviews supply well performance, determines monitoring locations, parameters and monitoring frequency, analyzes and tracks results, and recommends construction of new monitoring infrastructure and changes to water supply well operating strategies. Negotiates land access agreements with land owners for related infrastructure and monitoring network.
- Assists in the development of policies and programs to reduce the risk/impact of land use activities
- on municipal drinking water sources, including monitoring, incentive, inspection, and awareness programs.
- Administers the well interference complaints program. Responds to groundwater interference complaints (e.g., provides temporary alternate water supplies, commissions independent studies). Resolves complaints, including changes to pump location and drilling of replacement wells.
- Assists in the implementation and maintenance of a data management system. Coordinates transfer of data and information with consultants, incorporation of project outcomes, and monitoring data.
- Administers a supply well maintenance and rehabilitation program. Analyzes and tracks well performance, and reviews tests and rehabilitation results.
- Assists the Risk Management Official with implementation of the Lake Erie Source Protection Plan Policies. Completes technical reviews of risk management plans and notices. Provides feedback and recommendations to the Risk Management Official.
- Represents the Division on technical advisory and association committees for the protection of groundwater, clean-up of contaminated sites, and watershed studies within Waterloo Region. Attends meetings with peers, Ministry staff, contaminators, municipal, and conservation staff. Reviews remediation plans and reports prepared by consultants and makes recommendations for approval of same.

**Knowledge, Skills, and Abilities**
- Knowledge of hydrogeology, geology, geochemistry, geophysics, groundwater assessment, numerical modelling and groundwater protection concepts, normally acquired through a Masters of Science degree in Hydrogeology or equivalent education, plus related experience.
