About Our Opportunity

A fast-paced, interesting opportunity exists to join the Department of Health and Wellness as a Program Manager, Alternative Funding, within our Physician Services group.

In this position, the Program Manager, Alternative Funding, will be responsible for the overall delivery of a funding programs portfolio on behalf of the Government, in accordance with federal/provincial acts, regulations and/or negotiated agreements.

You will be accountable for the strategic and operational leadership of the Alternative Funding programs portfolio through direction, planning, evaluation, and implementation in accordance with the Act(s), Physician Agreement, Maritime Resident Doctors Agreement, Clinical Academic Funding Plan Agreement, and commitments held within said Agreements.

As Program Manager, Alternative Funding, you will provide principal support to negotiations, chair work groups/committees as required, are responsible for monitoring, evaluating, and improving funding programs and ensuring that accurate and accountable physician billing processes/practices and remuneration models are in place. Additionally, you will be expected to monitor/report expenditures and address trends and forecasts for funding program planning as well as assess the implications of new provisions. You will also play a key role in funding-related research, planning, development, and evaluation to inforM/Facilitate Physician Services' policy/program planning and issues management.

Primary Accountabilities

As Program Manager, Alternative Funding, you will be accountable for your area of responsibility, ensure you are kept apprised of Branch programs and activities and build/maintain collaborative relationships within the province. Key accountabilities include:
Directing the administration and operation of Alternative programs by mitigating risks to the Minister. This is accomplished by interpreting policies, legislation, new initiatives and program revisions to the Physician Services team, other Branch members, external stakeholders (e.g., Doctors Nova Scotia, Nova Scotia Health Authority, IWK, Dalhousie University, College of Physicians and Surgeons) and our partner Medavie Bluecross;
Providing leadership within the programs by utilizing a broad knowledge of policies, programs and legislation to establish collaborative relationships within Government and service providers, ensuring mechanisms are in place for managers to monitor and report operational issues on policies, planning and solutions for identified issues;
Managing the development and/or operation of aspects of the internal and external communications system with some guidance from senior leadership;
Planning, implementing and measuring accountability frameworks to ensure standards are met in line with the Act(s) and negotiated agreements;
Identifying shortcomings, suggesting improvements and implementing approved revisions to current compliance processes, systems and procedures for the program management function;
Developing and/or delivering budget plans with guidance from senior leadership and delivering prescribed outcomes for designated areas of financial control;
Ensuring effective financial management with regular monitoring and management of the reconciliation process;
Mentoring, coaching, and monitoring a team of professionals to facilitate program objectives;
Setting and evaluating staff performance targets, promoting diversity and a healthy workplace, demonstrating leadership competencies, and respecting corporate human resources practices; and
Collaborating with peers within/outside the Branch on health system initiatives, new funding requests, operational processes, et cetera.

Qualifications and Experience
