Position Overview
Reporting to the CEO, the Vice President, Finance and Administration is responsible for leading the delivery and strategic direction of the organization’s Financial Services, Strategic Planning and Business Development while creating strong working relationships with all stakeholders, including EORLA’s members, management, the Medical-Scientific team and staff.
Responsible for leading and motivating a team of financial professionals, this role also adds continual value as the primary executive leader responsible for overall strategic planning and ensuring EORLA’s strategic plan is communicated and embraced across EORLA and key stakeholders while fostering a culture of continuous improvement and operational excellence for all EORLA team members. This position is based in Ottawa, Ontario.
**Duties and responsibilities include**: ?
Strategic Planning and Business Development
- Leading the financial strategic planning process, including development, implementation, execution, tracking and evaluation of the various established strategies.
- Leading the overall strategic planning process at EORLA including the development of strategic planning methodology and tools for tracking, reporting and evaluation of the strategic plan.
- Providing executive and strategic advice to the CEO and members of the Executive Team on strategic planning and continuous improvement best practices.
- Working closely and collaboratively with partners and stakeholders within and outside EORLA, including our Hospital members, as well as the Champlain Region and the province to ensure EORLA is aligned with, and delivers on its corporate and regional strategic priorities.
- Carrying out strategic reviews, interpreting trends, providing forecasts and determining effects of proposed changes on the organization.
- Leading the business development process for identifying new business opportunities with our members and other healthcare groups.
Financial Management
- Overseeing all strategic and tactical matters as they relate to the overall Financial and Administrative executive management.
- Acting as the Financial leader within the organization and for the annual financial and budget planning process.
- Administering EORLA’s strategic long-term budget, capital and development plans and resource allocation and ensure EORLA’s cash flow and working fund targets are achieved.
- Overseeing the management and compliance of all internal and external fiscal reporting to management, the Board of Directors, the Finance and Audit Committee, the Pricing and Budget Committee (for which all member CFO’s are participants) and all other stakeholders thereby ensuring effective, accurate and timely communications.
- Representing EORLA by serving on relevant Board committees, task forces and working groups while playing a vital role in fostering critical inter-organizational relationships throughout the provincial health care system.
- Responsible for the physical and financial resources to ensure maximum utilization, efficiency, effectiveness and quality of service while directly assisting the executive team on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new sources of revenue.
- Developing and reviewing asset management plans and oversee the financial strategy for capital planning.
- Maintaining high awareness of the risk profile of the organization and develop mitigation strategies which include the safeguarding of assets through insurance, internal controls and development and adherence to well thought out policies and procedures. Working with the Board committee to ensure organizational risks are managed in an efficient and effective manner.
- Maintaining strong relationships with the external auditors, legal and tax advisors, bankers, insurance providers and foster positive relationships with funders and partners.
- Nurturing strong relationships with The Ottawa Hospital who provides support for account receivables and payable, accounting and procurement.
- Maintaining strong relationships with member CFO’s as it relates to the funding / pricing model through established committees.
- Developing and maintaining benchmarking, KPIs and targets to ensure highest value for members.

The Eastern Ontario Regional Laboratory Association (EORLA), is a member-based, non-profit organization providing the laboratory services for the acute care hospitals of the Champlain Region. EORLA oversees the operations of 18 licensed hospital-based clinical laboratories that serve the clinical programs of the 16 member hospitals.
