Scope and Complexity

The Program Manager is a member of the management team for the hospital and is accountable for the efficient and effective day to day delivery of services across all of the operating units within the assigned Program. This position is accountable for managing specific cost centres related to the assigned Program, and is responsible for the performance management and development of the Program staff.

Working independently and creatively, the Program Manager directs and provides leadership to nursing and interdisciplinary staff members, as well as technical and support staff. The Program Manager is responsible for the operations management of the Program and utilizes advanced communication and problem resolution skills to solve problems and handle multiple issues with confidentiality, discretion, and sensitivity. Guidance received is mínimal. Errors in judgment can result in a negative public image of the Program and Hospital and can directly impact patient care. The Program Manager collaborates and negotiates with other health care facilities and care providers regarding access to program resources, often in time pressured and critical situations.

Communications

The Program Manager communicates on a regular basis with Medical Directors, Clinical Nurse Coordinators, Clinical Resource Nurses, Clinical Nurse Instructors, Professional Practice Leaders, and nursing and professional services staff to provide leadership and direction in planning, problem-solving and policy implementation related to the program’s functioning. The Program Manager may liaise with staff at all levels in other hospital programs and departments negotiating and exchanging information to facilitate optimal care for patients and their families.

The Program Manager determines priorities and strategic/operational directions for the Program and has regular contact with senior leadership, physicians and Professional Practice Leaders to ensure the provision of efficient and effective service delivery. The Program Manager participates as a member of various committees as assigned, as well as participates in or is assigned and leads internal committees and work groups.

External communication may include contact with senior officials of other organizations, universities, agencies, and associations including other health authority representatives, peers from partner hospitals and health care agencies in other provinces and staff from various Ministries (Ministry of Health, Ministry of Child and Family Development, etc.) relating to service delivery for the program population. The Program Manager develops and maintains effective working relationships with counterparts in other health authorities as well as universities and academic institutions to identify opportunities for collaboration and to share information in the drive for best practices.

Duties/Accountabilities

1.Directs the strategic planning process and coordinates the process of operational planning across the Program. Integrates specific goals and objectives into the activities of the clinical services ensuring linkages with individual performance plans, and quality management initiatives. Communicates program and unit strategic direction incorporating Provincial Health Services Authority (PHSA) and Children’s & Women’s (C&W) vision, values and strategic direction and ensures integration into practice by interdisciplinary team members.

2.Prepares, monitors, and analyzes staffing, and operating, and capital budgets for the service delivery cost centres in collaboration with Program and Professional Discipline leadership. Allocates and manages available resources within these budgets to ensure the delivery of interprofessional services within the Program. Collaborates in the development of the program budget to complement strategic directions within existing fiscal constraints and uses best utilization methods to monitor and adhere to allocated budget. Develops effective and efficient practices and processes to measure use of resources and the quality of care rendered within the allocated budget.

3.Manages service area operations by assessing and monitoring staff/patient ratios and supplies based on patient acuity and staff skill level. Approves adjustments to staffing levels to meet patient/family needs. Defines an effective workforce plan for Program in collaboration with key partners and stakeholders that ensures the availability of adequate staff within the context of operational demands and environmental and resource constraints.

4.Develops a plan for staffing within the Program in collaboration with the appropriate Professional Practice Leader and nursing leadership, and participates in the interview and selection process for interprofessional and support staff.
