**Position Description**:
Reporting to the Director of Financial Planning, the Manager of Financial Planning will lead the development and implementation of processes, policy development, and projects within Financial Planning to ensure effective delivery of services. The manager will be a working manager, who will be responsible for duties including Budget Coordinator, Budget Committee Co-Chair and Grants Co-Coordinator. The manager will be responsible for day-to-day interaction with the Financial Analysts (“Analysts”), including assigning work, guiding, and providing direction to the Analysts. The manager will be responsible for working with the Director to establish the annual work plan and to collaborate with the team to assign goals/objectives for each individual to support the completion of the work plan. The manager will be responsible for conducting annual performance appraisals for the Analysts, taking into account feedback from the Director. The manager demonstrates leadership, through a positive attitude, and effectively motivates others. The manager creates opportunities to build team camaraderie informally and regularly, understands priorities/the big picture, and ultimately either completes tasks directly and/or helps the Analysts achieve goals. At times, the manager may be assigned specific tasks or projects by the Director to undertake directly or to oversee.

**Accountabilities**:

- Provide administrative oversight and efficient management of the Financial Planning Section within the Finance Division
- Work with the Director to establish the work plan and work with the team to assign goals/objectives for each individual Analyst
- On a day-to-day basis, manage, support, mentor and develop staff within the team
- Provide ongoing financial advice to Analysts and staff in other divisions
- Attend Council meetings for own specific work, and to support Analysts when possible
- Conduct review and editing of staff reports with financial implications as a member of the Finance Review Team
- Undertake special projects as assigned by the Director
- Conduct performance plan appraisals for each Analyst, taking into account feedback from the Director
- Acts in the absence of the Director, including attending meetings where needed and or approving agreements
- Manage team portfolios and recommend changes as required
- Assign Analyst to act in the absence of the Manager, including attending meetings where required
- Ensure a healthy and safe working environment in compliance with legislation

**Minimum Qualifications**:

- Successful completion of a post-secondary program in the field of Finance, Business, Accounting or a relatd field, with a minimum of six (6) years of progressively senior level experience in finance, preferably in a municipal environment; equivalent combinations of experience and education may be considered
- A professional accounting designation would be considered an asset
- Positive track record of leadership; participation in shaping a positive team culture by influencing, inspiring, assisting and developing others
- Excellent customer service skills and collaboration with divisions in addressing and understanding their financial needs
- Demonstrated superior written and oral communications and presentation skills and experience with a variety of audiences including the general public, senior leadership, external parties and City Council
- Demonstrated superior problem solving and negotiation skills to deal effectively with various parties
- Excellent organizational skills and experience in coordinating and managing multiple activities and projects under tight time constraints and resulting in successful conclusions
- Previous training in Diversity, Equity and Inclusion and Respectful Workplaces is considered an asset
- Proven success in delivering results through developing and implementing effective strategies policies, programs and systems for project delivery in Financial Planning
- **Hours of Work**:This position may be required to work in excess of the regular 35-hours/week, as needed (I.e. during budget process).
