**POSITION**: Manager, Emergency Response

**STATUS**: Temporary ; Full-Time

**SHIFT**: 35 hours per week

**LOCATION**: Provincial Office in Vancouver, BC

**CLASSIFICATION**: Exempt

**WAGE**: Salaried

**About the Position**:
This position is accountable for the effective structure, management and oversight of the organization’s emergency response including planning, logistics, training, communications, response activities, and measuring impact. Provides oversight of accurate administrative and financial responsibilities relating to emergency response and supervises the Emergency Response Coordinator role. Develops and maintains relationships with internal and external stakeholders and promotes and implements the BC SPCA’s strategic directions at a departmental level. Ensures all BC SPCA policies are adhered to in delivery of services.

**Some specific duties**:
**Emergency Preparedness**:

- Prepares, updates and maintains organizational emergency preparedness and emergency response program materials.
- Monitors performance of emergency response program, recommends and implements modifications to systems and procedures.
- Creates and maintains reports on emergency response activity and may be required to make presentations to senior leadership on risk mitigation and/or program improvement.
- In collaboration with the Training & Development Specialist, develops, maintains and coordinates emergency response training activity.
- Supports emergency preparedness models for all locations.
- Is active in building relationships to improve collaboration during emergency response activities, including:

- Creates and maintains provincial and local contact lists for Emergency Management authorities and liaisons.
- Works with the Volunteer Resources team to ensure volunteer opportunities are identified and actioned.

**Emergency Response**:

- Provides leadership during critical events, crises and disasters including but not limited to:

- Ensures compliance with BC SPCA policies and procedures related to animal care services, administration, human resources, health & safety, communications, finance etc.
- Celebrates individual and team successes for both staff and volunteers.
- Collaborates with all departments as required.

**Leadership & Administration**:

- Responsible for the recruitment, hiring, onboarding, annual goal setting, regular performance management, and termination of Emergency Response team employees; provides coaching and mentorship and ensure objectives and goals are met.
- Budget management
- Ensures effective customer/stakeholder relations
- Provides required statistical reports on emergency response activities on a regular basis.
- Ensures Animal Evacuation equipment sets and supplies are maintained in a condition acceptable to the BC SPCA and provides input into requests for capital improvements as needed.
- Participates in regular department meetings to share local/regional/provincial information and provide opportunities for discussion and input. Hosts regular meetings with direct reports.
- Acts as an ambassador of new training, policies and procedures and uses effective change management techniques to ensure high rates of success in implementation at a local level.

Performs other duties as assigned

**Qualifications you need to have**:

- Degree, diploma or other post-secondary training in Emergency Management or a related discipline plus eight (8) years’ related experience; or an equivalent combination of education and experience acceptable to the employer. Related experience includes, but is not limited to:

- Supervision of staff and volunteers;
- Working in emergency response situations;
- Working in animal welfare;
- Scheduling and financial management;
- Excellent communication skills and genuine desire/ability to work with a diverse range of stakeholders in a positive and respectful manner
- Comfort with big-picture thinking balanced with strong attention to detail.
- Demonstrated ability to organize work, meet priorities and to work within a demanding work schedule with mínimal supervision
- Working knowledge of WorkSafe BC requirements
- Must have a valid BC Class 5 Drivers License and be willing/able to work extended days/weekends during an emergency response situation
- Ability to remain calm under pressure and successfully address and resolve conflict
- Computer skills - Windows, MS Office incl. PowerPoint and Excel, Asana
- Philosophical harmony with the BC SPCA mission, vision, and strategic directions
