**Job Summary**:
The Environmental Coordinator, Site Assessment acts both independently and as part of a dynamic and collaborative team within the Environmental Services Section of the City’s Transportation and Works Department. The City is committed to provide a healthy work-life balance for all employees and the Environmental Services team currently operates under a hybrid work environment with most time spent working from home than at the office or at a job site with flexible work arrangements available. The Environmental Coordinator plays a vital role in carrying out the City’s environmental management programs on City-owned lands to ensure that the public and the natural environment are protected from potential or known contamination and to prevent or mitigate environmental liabilities. Using sound professional judgement and with a thorough understanding of applicable environmental legislation and guidelines, the Environmental Coordinator may be required to provide advice and recommendations to conduct further subsurface investigations, risk assessments and/or remedial actions and then to procure and oversee external environmental consultants carrying out such work on behalf of the City. The Environmental Coordinator also responds to both internal and external requests for environmental site information on specific properties, including both City-owned and privately-owned lands, where such information is available.

**Duties and Responsibilities**:

- Provide recommendations regarding the identification and prioritization of City properties which require environmental investigation with the goal of reducing or minimizing the City’s liability with respect to the potential or actual presence of contamination;
- Procure and manage environmental consultants, including preparing bid documents and evaluating proposals to make recommendations for award of contracts, and administer the City’s roster of environmental consultants;
- Review and make recommendations on environmental assessments, monitoring and contaminant management plans, engineering plans and reports;
- Compile and maintain reference files, track all relevant information, reports and correspondence for City properties, and prepare a summary report on an annual basis or as required;
- Track and coordinate, as required, all required environmental monitoring activities on City properties, as part of existing Risk Management Plans and Contaminant Management Plans; including but not limited to, groundwater, soils, surface water and sediment monitoring, as well as monitoring for depth of cover and the integrity of any other risk management measures;
- Track, coordinate and ensure compliance with monitoring and reporting requirements on City-owned properties by external parties that have entered into an environmental legal agreement with the City; review environmental reports in comparison to applicable standards, make recommendations whether monitoring frequency may need to be increased or may decrease and determine when other parties have fully satisfied all conditions of legal agreements;
- Track and respond to environmental inquiries and process payments in accordance with the Fees and Charges By-law;
- Track and update information required by Financial Services to satisfy the requirements of Public Sector Accounting Board (PSAB) Section 3260 (Liability for Contaminated Sites);
- Provide specialized input as required to all City Departments with respect to the City’s responsibilities and duty of care for the environmental management of City property;
- Participate and represent Environmental Services/City on internal and external working groups, committees and teams as required or directed;
- Prepare written correspondence, reports and presentations to internal and external clients, including residents, regulatory agencies, senior staff and Council, as required;
- Keep current on new technologies, legislation, policies and best practices related to soil and groundwater contamination, remediation and risk assessment; and,
- Perform other duties as assigned.

**Skills and Qualifications**:

- A degree in engineering, environmental science or geoscience from a recognized university and a registered Professional Engineer (P.Eng.) (or eligibility) with Professional Engineers Ontario or a registered Professional Geoscientist (P.Geo.) (or eligibility) with the Association of Professional Geoscientists of Ontario, or equivalent, is strongly preferred
- Registration with the Ministry of the Environment, Conservation and Parks (MECP) as a Qualified Person would be an asset
