**Position Overview**

To process payroll for various employee groups including County of Lambton, SLEP, TSL, SWIFT and CDC in addition to Council members and non-elected committee members. Responsible for input and maintenance of employee records in payroll related software programs.

**Duties and Responsibilities**

Processing of Payroll:

- Review approvals and coding of timecards.
- Process prior pay adjustments within the timecards.
- Address and correct errors within the timecards and employee records.
- Process timecards into payroll.
- Calculate retro pay, OMERS adjustments and various top-up payments.
- Prepare bank transfer files.
- Process benefit adjustments and accrual records for employees on leave.
- Create general ledger payroll files.
- Determine remittances for each pay period (i.e. income tax, CPP, EI, union dues)
- Calculate and payout any monies owing on termination of employment.

Maintenance of Employee Records:

- Input and ensure that changes in employee information such as personal information, salary increases, status changes, maternity leaves, leave of absences and terminations along with new employee set ups are completed in all relevant databases.

Document Preparation:

- Prepare documentation such as Record of Employment forms associated with maternity leaves, leave of absences and terminations for all employees as required and respond to inquiries from Service Canada regarding clarification of information.
- Calculate and prepare individual payments related to boot allowances, uniform allowances, and vacation payouts as per various collective agreements.
- Prepare correspondence to clarify and explain various calculations related to payroll.

Accounting Functions:

- Prepare journal entries for net pay to bank.
- Prepare journal entries for manual or replacement cheques.
- Prepare journal entries to correct errors.
- Prepare remittances such as Receiver General (income tax, CPP and EI deductions), union dues, miscellaneous (social clubs, garnishments).
- Reconcile all remittances to the general ledger.

General:

- Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
- Initiative must be taken to gain familiarity with the National Payroll Institute resources and practices.
- Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis.

**Qualifications**

Minimum Formal Education
- A two-year College Diploma in Accounting or Human Resources

Experience
- Two-years’ experience in a payroll department working with union collective agreements.
- Payroll Compliance Professional certification preferred.
- Knowledge and experience with payroll practices and procedures, government forms and remittances.
- Proficient in Microsoft, municipal accounting programs and HRIS software. Experience with iCity and UKG Pro Workforce Management is an asset.
