**Role**:
Reporting to the Director, Strategic Business Services, as part of a team, the Manager, Emergency Management leads the department's Emergency Management Program and associated designated roles. The incumbent will lead the continuous improvement and maintenance of the ministry's Consequence Management Program in supporting the provincial response to emergencies or disaster. This role ensures the ministry is compliant with GoA policies as well as that ministry plans are current and complete, tested and executed in an efficient and timely manner. This position also plays a key role in liaising with Federal and Provincial partners to coordinate disaster financial assistance and disaster recovery programs. The Manager, Emergency Management serves as the ministry Department Security Advisor and liaison with the Provincial Intelligence Security in Office.

As the Manager, Emergency Management, the incumbent will have a role in coordinating the department’s response to emergencies and disasters and play a lead role in coordinating the department’s response to business continuity incidents as emergencies and disasters capable of occurring on a 24/7, 365 days a year basis. Given the emergency response component of this position, the incumbent may be placed on standby on short notice or possibly be expected to work extended hours including some weekends and holidays.

The Manager, Emergency Management will be accountable for the continuous improvement and maintenance of Business Continuity Programs to ensure the delivery of ministry’s functions and services in the event of a service disruption or disaster. The incumbent will contribute to the development and execution of a variety of training and information initiatives to ministry staff for awareness of their roles and responsibilities when business continuity procedures are activated. Knowledge of facilities and occupational health and safety will assist the incumbent in developing, implementing and maintaining the ministry's Facility Emergency Response Program (FERP) to ensure the safety and health of government staff, other facility occupants and the public.

Strong conceptual and analytical thinking, system thinking, exceptional written and verbal communication skills and organizational skills will enable the incumbent to develop effective business continuity project plans and programs. Excellent collaboration, interpersonal, facilitation and project management skills are needed to ensure success in this role.

**Qualifications**:
**Required**:

- A degree in a related field, plus a minimum of 4 years of progressively responsible experience in business continuity planning or emergency management or equivalent as described below:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

**Required Training**:
Incident Command System Level 400
- Are able to train others on lower levels of the Incident Command System
- Have leadership and management experience
- Have experience exercising business continuity plans, emergency or crisis management and facilities' emergency response plans
