**Key Duties and Responsibilities**:
Data Strategy
- Lead RHPL’s data strategy, including reviewing and updating the existing strategy, developing new strategy according to the organizational cycle
- Evaluate and report on the progress being made on the data strategy
- Lead, develop, maintain and promote the Library’s BI and Data Analytics program
- Work closely with the library’s senior stakeholders to understand business requirements for reporting and analytics, and identify, define, analyze key operational KPIs.
- Analyze system data to understand key data attributes that formulates the key KPIs
- At the project level, work with project sponsors and leads to understand a given research question/problem statement and strategize over the data required to solve for it

Data Management
- Create and managing data automation
- Lead, innovate, create, and support corporate data quality assessment, data modeling methodologies, data integration best practices, process models and data flows
- Develop and implement databases, data collection systems, surveys, data analytics and other strategies that optimize efficiency and quality
- Conduct quality testing for spatial and non-spatial data
- Deliver reports, dashboards, mapping and visualizations to summarize insights from data mining, processing, and analysis
- Collaborate with our IT provider (City of Richmond Hill) on data governance, including data/database architecture, data management best practice, tools and software platforms, and reporting templates
- Gather and analyze functional and system requirements, generate approach alternatives to system and project design, prepare system prototypes for users consultation, and contribute to the design, development, testing, documentation, and implementation of the data analytics program.
- Conduct research and analysis into operational processes and business requirements, and lead projects and project teams to action the delivery of new data and analytics-related processes or improvements to existing practices

**Duties and Responsibilities Cont'd**:
Data Analytics, Reporting & Visualization
- Create and own PowerBI dashboards, including creating and maintaining data flows from relevant sources and systems, designing dashboard wireframe, designing PowerBI data model, creating DAX measures and visual data charts in PowerBI
- Mine internal and external data and draw out actionable insights
- Lead, innovate, create, and support organizational reporting initiatives such as visualizations through reports, mapping, and dashboard best practices including
- documentation of governance and process
- Identify, analyze, and interpret trends or patterns in complex data sets against key performance indicators and industry benchmarks
- Interpret data using statistical modelling to provide ongoing reports and data visualization dashboards that expands an understanding of business process, targets, compliance and opportunities for improvement
- Work with business partners to develop queries for, and automation of, monthly reporting, as well as perform ad hoc queries, data extracts, and data analysis to produce actionable information around key decision making

Quality Assurance:

- Recommend and implement new or improved procedures, guidelines, standards, and specifications as they relate to the Library overall and its individual functional areas.
- Ensures quality control within spatial and non-spatial data through implementation of QA/QC procedures, development of standards, and performance monitoring as per the data governance framework
- Promotes and ensures user community understands and adheres to corporate data governance for data and products

Promotion and Communication:

- Lead the design, development, implementation, and maintenance of self-service and automated tools for data capture, performance assessment, and reporting/visualization
- Communicate insights and findings to colleagues, including translating information appropriately depending on the audience, including to the Library Board and City staff and officials.
- Participates on committees, work groups, task forces and special projects as needed
- Promotes corporate data governance for spatial and non-spatial data through projects, presentations, and report preparation
- Deliver education and knowledge transfer to promote data fluency and user self-service across RHPL

**Education and Experience**:
