**Position Summary**: The City of Merritt Recovery Operations Center (ROC) is looking for a full or part time Engagement Lead to further develop and execute the Engagement Plan under the master Flood Mitigation Plan, as well as provide input, knowledge, and guidance on all decisions within the City of Merritt Recovery Operations Center.

This position will play a critical role in helping the City of Merritt build meaningful relationships though collaboration, engagement, and effective communications with Indigenous partners in the Nicola Valley. As a member of the Recovery team, this individual will be responsible for working with city staff, elected officials, and Indigenous communities to update the Engagement Activities plan, to co-develop the plan, and to ensure full awareness of projects at various milestones by all parties.

**Primary Responsibilities**:

- Further develop the Indigenous Engagement Plan for the City of Merritt Flood Resiliency Plan, including expected actions during design, construction, and post construction.
- Lead the execution of the above plan, and continue to build relationships with Indigenous community partners, City staff and elected officials.
- Become an integral part of the Merritt Recovery team, ensuring that decisions and plans consider and respect the viewpoints of Indigenous partner communities.
- Keep detailed notes on feedback from partner communities, ensuring all communications are noted and actionable feedback is properly relayed.

**Requirements**:
**Competencies Required**:

- Strong understanding of Syilx and Nłeʔkepmx culture, history, values, and tradition and ability to ensure these perspectives and voices are represented within the City of Merritt Recovery and Mitigation programs and processes.
- Knowledge and experience building trust and relationships with the six Indigenous bands, with historically strong interaction among all bands in the Nicola Valley area (Lower Nicola, Upper Nicola, Nooaitch, Coldwater, Shackan, and Cook’s Ferry).
- Excellent communication and interpersonal skills, with the ability to work effectively among various levels of government and technical staff across multiple jurisdictions.
- Knowledge of relevant legislation, best practices, current case law and regulations such as the Declaration on the Rights of Indigenous Peoples Act, the Canadian Constitution Act, TRC Calls To Action, and Impact and Benefit Agreements, Contribution Agreements, MOU’s, and other culturally relevant practices.
- Ability to work some flexible hours to present to municipal and band councils outside of normal business hours.
- Hold a valid BC Driver’s license and have access to a reliable vehicle.

**Competencies Preferred**
- Ability to bring the perspective of traditional Indigenous knowledge to decision-making, processes, and plan development.
- Experience building relationships built on trust with Indigenous communities in overlapping or shared traditional territory.
- Some knowledge of the biology of river systems.
