**Estimated Business Days**: 160 days

**Must Haves**
- Lean Six Sigma certified, Blackbelt is preferred
- Experience with Capital Asset Management and Planning
- Demonstrated knowledge and experience with IBM TRIRIGA
- Demonstrated experience developing training products and providing virtual training on IBM TRIRIGA or IWMS software
- Clearly demonstrated experience with Business Process Reengineering in an enterprise environment

**Responsibilities**:
A Specialized IT Consultant is required to work directly with business leadership to drive organizational change business process re-engineering, and business transformation. Experience and skills in the below areas are ideal for this position:

- Strategic capital planning, processes and statistical data analysis techniques, methods and related processes: data modeling, and statistical and quantitative theories, methods and techniques in order to determine what are the issues and critical objectives that must be addressed in order to enable effective business analyses of the client’s capital funding-related data resources, and to provide specialized business analytics and data evaluation advice and expertise to client management in the development of capital planning models and evaluation frameworks
- Techniques for the research, development, and improvement of capital planning process models and evaluation frameworks in order to develop business planning solutions
- Initiate complex analyses to develop specialized business analytics solutions for the client. Assess the impact of process evaluation findings on the client’s policy/program development
- Understanding of education and social trends (provincial, national and international), related public policy directions and issues, educational stakeholders and their issues, in order to identify process management issues and to provide expert/strategic advice for structural changes to data/information systems to enhance the client’s capital business analysis operations
- Project management techniques to plan and lead information systems research, to provide direction and guidance to project teams, and to manage external research consultants
- Understanding of I&IT technologies/trends, data warehousing, databases, data services and products, networks and network-based services. Understanding of text-based systems, data stores, transformation methodologies, repositories, business intelligence and business analysis software/tools/methodologies for information management and data warehousing.
- Capital business analysis skills and expertise in order to exercise project leadership in the development of capital planning models and evaluation frameworks in support of the client’s capital development funding of school boards’ facilities and determining allocation
- Issues coordination and analytical skills in order to coordinate and lead the business management process for capital policy and program operations, and to provide capital data and business process advice, analysis, and project leadership in the design, development and implementation of capital planning data models/structures
- Information management research skills in order to determine the most current and appropriate information/data structures to meet the changing capital business analysis needs of the Branch’s policy analysts
- Project management and planning skills to identify, research, and develop project proposals and options in order to respond to a range of data/information analysis issues/needs raised by Branch’s policy analysts with respect to making capital funding decisions
- Negotiation and facilitation skills are required to provide leadership on assigned project teams
- Oral and written communication and presentation skills are required to prepare and recommend complex analyses, detailed information modeling and structural plans and proposals, data frameworks, feasibility studies, issues management solutions, recommendations, and briefing papers
- Facilitates workshops to elicit, review and confirm business requirements, business process re-engineering, business models
- Applies re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches
- Consults with clients and manages business analysis in order to assess clients' business problems/opportunities and to identify business and technology solutions suited to client needs
- Performs analysis of options, feasibility assessment, financial and cost-benefit studies in order to provide advice and recommendations on feasibility of plans and investments to improve program delivery and make effective use of I&IT solutions
- Supports the development and training efforts to roll-out the new solution along with transformed business
