This is an advanced and specialized position within the IIS-Lifecycle Management (Facility Asset Management). Expert knowledge of various construction systems and techniques is required. Work in this position involves reviewing plans, specifications, related technical documents, and physically inspecting residential, commercial, and industrial buildings and other structures and facilities.

You will interact with consultants, civic construction personnel, other departments and the general public. Work covers a variety of complex technical field and office assignments, including maintenance and capital project or program planning, estimating and forecasting and modelling (life cycle cost analysis) to determine the economic benefits of maintenance strategies and ascertain compliance with regulations and codes.

The management of the City of Edmonton's roofing system inventory is also a primary focus of this position, as a consequence technical evaluations, data collection and analysis, software management and the making of recommendations for roof rehabilitation and replacement are key elements of the job.

**Reporting to the Engineering Program Manager, Facilities Assessment & Prioritization, you will**:

- Review architectural and engineering drawings and specifications
- Review consultants' designs, reports, plans, engineering drawings and specifications related to building structural and roofing systems
- Perform field inspections of the building structure, building envelope (e.g. roof, wall and window systems), interior finishes, and exterior site features (i.e. walkways, roadways, parking lots, landscaping, etc.) of all City-owned facilities
- Draft the narrative for the structural/architectural section(s) of the report describing the conditions found succinctly using technical terminology
- Provide a detailed assessment of the system condition; identify where applicable, any debilitating circumstances or problems associated with the components and define the parameters that will guide maintenance decision-making. Provide recommendations on corrective actions
- Develop rehabilitation and replacement strategies to address the current condition and improve long-term serviceability of the facility
- Developing cost estimates for required maintenance and repairs of building components based on experience and regional construction costs
- Utilize SAP Plant Maintenance Computer Maintenance Management System (CMMS), to review and update the building equipment list to ensure the accuracy of the equipment list and data
- Review and update data entries in the City Facility Management Tool (Decision Support System [DSS]) to ascertain the accuracy of inventory and condition recording management
- Conduct code analysis using the online National Codes, viz. National Building Code, National Energy Code, National Fire Code, ARCA Roofing Application Standards Manual, etc.
- Perform data management and information processing using Microsoft Office Program Suite (Word, Excel, etc.)
- Use Infrared and thermal imaging and other technologies to determine the scope and possible causes of any deficiencies in building components
- Consult with Department and Corporate Occupational Health and Safety on issues related to mould, hazardous materials (eg. asbestos, PCBs, lead-based paints, etc.)
- Perform other related duties as required

**Qualifications**:

- Completion of a degree or diploma from a recognized Institute of Technology or University program in an appropriate specialty viz. Building, Civil or Structural Engineering or Architectural Technology.
- Coursework and experience in Building Science, Building Envelope Systems, Roof Assemblies Building Energy Services Management, Sustainable building, Climate Resilience and/or Energy Efficiency initiatives would be an asset
- Minimum requirement is a Certified Engineering Technologist (C.E.T.)
- Professional Technologist (P.Tech.) or Professional Engineer (P.Eng.) is also acceptable
- Valid class 5 drivers licence (or provincial equivalent) is a requirement for this position along with obtaining business auto insurance
- A minimum of five (5) years of progressive industry experience supplemented with experience in Building inspections, job estimating and construction costs and specification interpretation
- Knowledge of all tools and current industry practices used in the trade
- Knowledge and skills to effectively analyze problems, make decisions and communicate these decisions effectively
- Sound problem-solving and analytical skills with the ability to work independently and under pressure
- Strong computer skills including proficiency in word processing
- Strong knowledge of Building Science principles and a good understanding of common building envelope assemblies and materials
- A thorough knowledge of legislation, standards, technical and regulatory codes; buildings, swimming pools, fire and safety regulations
