Reporting to the Deputy Chief, Operations this position is responsible for managing and ensuring effective day-to-day operation and coordination of Platoon Supervisors and their respective staff. This position is accountable for the organization and delivery of all field operational services relative, but not limited to, deployment, staffing, stakeholder and CACC relations. The Commander, Operations will have unique portfolio work independent of other Commanders, related to many of the areas defined below.

**DUTIES AND RESPONSIBILITIES (not listed in order of priority)**:
1. Exemplify leadership as a management team member for the planning and monitoring of staff performance in alignment with their assigned platoon supervisor to ensure consistency. Responsible for development and implementation of operational programs and service objectives or strategies; ensure all policies, procedures and objectives are uniformly understood, adhered to, implemented and amended as required.

2. Through change management initiatives and personal leadership, develop and foster a culture which is reflective of quality, respect, collaboration, integrity and excellence in service delivery.

3. Review concerns or issues in a timely & professional manner ensuring Deputy Chief’s and Chief are kept apprised as required.

4. Coach, support and performance monitor/manage Supervisors, conduct performance evaluations in accordance with the organization’s competencies, objectives and goals. Provide remediation where necessary.

5. Provide leadership and support Supervisors in operational decisions. Perform audits and evaluations of processes for consistency & effectiveness with an objective of continuous improvement.

6. Build and maintain strong working relationships with internal and external partners. Foster positive stakeholder relationships and represent the department and corporation professionally in various forums.

8. Support the corporate and departmental education and training plans. Provide input and recommendations as training plans are developed.

9. Monitor and manage within budget and develop budget needs, analysis and recommendations. Provide input to the Deputy Chief, Operations on the annual budget and ensuring that financial resources are allocated in accordance with operational plans.

10. Assume some or all of the responsibilities of the Deputy Chief Operations in their absence as required/requested. Oversee projects and meet deadlines using proven management techniques and principles.

12. Attend conferences and seminars, and participate in mandatory training sessions to keep apprised of changes/trends affecting areas of responsibility.

13. Maintain confidentiality and privacy of information as per The Municipal Freedom of Information Protection and Privacy Act (MFIPPA), The Personal Health Information Protection Act (PHIPA), and Ontario Ministry of Health and Long-Term Care regulations, and in accordance with County of Simcoe Policies and Procedures.

14. Maintain a working knowledge of County of Simcoe Paramedic Services Policies &Procedures, MOH-LTC investigation practices & Ambulance Service Regulations. Review/update CSPS policies/procedures as required to reflect County of Simcoe Paramedic Services’ changes in practice.

15. Maintain the highest standards of professionalism, and adhere to the highest standards of practice for areas of responsibility and related issues.

16. Other duties as assigned.

Areas of focus may include:
1. Coordination of a system for maintaining Ambulance Call Reports, Incident Reports, operational data and other related documentation and ensure confidentiality and security of files. Ensure that systems and processes are used and proper data gathering practices adhered to (frequency, quality, and location).

2. Design, develop, implement and maintain various programs such as corporate training, department specific initiatives or an attendance management program.

3. Analysis of data to design, develop and implement response plans, staffing plans, and deployment plans. Monitor all operational plans and make corrective adjustments as needed. Monitor various system metrics, identify trends and recommend operational or policy related adjustments or corrective actions as indicated. Examples include Deployment performance, Attendance Support Program.

4. Lead County of Simcoe Paramedic Services special service programs (IRU), including outreach and large/high profile event planning (such as G8/G20, festivals and concerts etc.). Collaborate both internally and externally to develop response plans for dedicated and non-dedicated coverage of mass gatherings.
