The City of Penticton is looking to fill the relief position of both the **Development Services Clerk **and **Bylaw Intake Administrator **to support our Development Services and Bylaw Services teams. The Development Services division includes Planning, Economic Development and Building and Licensing and is responsible for ensuring a positive economic climate in the community, implementation of the City's Official Community Plan and the safe and energy efficient development of the community. The Bylaw Services department provides citizens with a variety of services related to regulatory issues, with the purpose of enhancing community safety and livability, and to be a complement to police services. The Bylaw Services department is committed to the delivery of professional bylaw education and enforcement in a timely and effective manner, and in accordance with Council direction.
Reporting to the Planning & Licencing Manager, the **Development Services Clerk/Bylaw Intake Administrator **positions are the first point of contact for each department.
**Key Responsibilities of the Development Services Clerk**:
- Performs various Development Services administrative duties including but not limited to:
- Responsible for creating, maintaining and retrieval of departmental files and records.
- Responsible for indexing, copying, distributing and filing a variety of documents. Following-up on outstanding documents for registration and execution as required.
- Road and sidewalk closure permit administration.
- Maintaining and ordering of stationary supplies for division.
- Maintaining information on display racks and desktop of building information.
- Cashiering Duties.
- Relief of other clerical staff within Development Services.
- Responding and processing 'file search' requests.
- Administrative assistant duties for members of the Development Services Management Team as required.
**Key Responsibilities of the Bylaw Intake Administrator**:
- Gathering of relevant information from a customer to prepare, enter a bylaw file and triage calls for service based on prioritization levels (i.e. Safety risk, Complainant history, Home owner history, referral to RCMP, EHS, FIRE).
- When applicable, provide an early compliance grace option to the bylaw violator. Assign files to an investigating Bylaw Enforcement Officer if non-compliant after early compliance grace option. The Bylaw Intake Administrator will communicate the status of the file to the complainant during and upon completion of the file, while maintaining discretion surrounding anonymity and confidential information.
- Dispatch all Calls for Service to Bylaw Enforcement Officers in the field using two-way radio communications.
- Respond to front counter, phone calls, all public inquiries related to bylaws.
- Conduct regular officer safety checks to officers on duty in the field.
- Prepare administrative documents, notices, letters related to bylaw files.
- Handle monies for processing department initiatives (ie. Kindness meter). Ticket payments.
- Prepare statistical reports and tracking documents for monthly department operations.
- Intake bylaw ticket disputes and prepare disputant and Bylaw Enforcement Officer evidence packages for review by the Screening Officer/ Manager.
**Required Knowledge, Abilities & Skills**:
- Knowledge of Freedom of Information (FOI) legislation and municipal FOI procedures and policies
- Knowledge of office procedures; correct grammar, functional terminology and regulations, acts, agreements, covenants, bylaws, etc. as required by the department.
- Can do attitude able to meet challenges, handle pressure and resolve problems while maintaining a positive and focused outlook.
- Commitment to exceptional customer / client service.
- Exceptional time management skills - ability to balance a variety of assigned tasks and procedures to meet required schedules.
- Ability to communicate effectively, orally and in writing.
- Ability to exercise confidentiality and independence of judgement.
- Ability exercise courtesy and tact in the exchange of information with other employees and the general public.
**Required Education, Training & Experience**:
- Completion of an office administration diploma or other related designation.
- Minimum of 3 years' experience as an administrative professional in a similar environment.
- Keyboarding speed of 60 wpm accompanied by a high degree of accuracy in data entry.
