**Overview**:
The Recycling and Waste Recovery Technician is an integral member of the Environmental Programs team responsible for the implementation of the City’s recycling service and responding to customer inquiries, concerns, and need for information on waste minimization practices

**Examples of key responsibilities include, but are not limited to**:

- Assist with the development and implementation of the Business Education and Advisory Pilot (BEAP) Program to support Richmond commercial businesses navigate through their waste management issues.
- Work to increase business participation in the program and conduct onsite visits, providing personalized education and support for each business.
- Support the evaluation of the BEAP program by collecting feedback and determining overall program effectiveness.
- Ensure all residential developments are set-up with City mandated garbage and recycling services upon occupancy, in accordance with the Solid Waste and Recycling Regulation Bylaw No. 6803 and the complex’s approved Waste Management Overlay Plan.
- Address inquiries from building managers, caretakers and/or strata council members regarding service, contamination issues and service rates.
- Prepare information packages, posters and recycling bags for residents at multi-family complexes and coordinate delivery with contractor.
- Schedule and attend site checks with contractor to verify collection needs.
- Schedule delivery of recycling containers with contractor for new implementation or service change.
- Update and maintain Tempest attributes with collection details and contact information for all multi-family complexes.
- Liaise with City Tax Department to ensure accurate billing information.
- Administer various recycling and waste management contracts.
- Provide technical support, problem analysis, and excellent customer service to internal and external customers for all work requests and inquiries.
- Participate in the development and implementation of communication and outreach plans including providing input and feedback on communication materials (brochures, reports, website, presentations, social media, etc.)
- Conduct community outreach activities (information displays, Recycling Depot tours, strata meetings, business inquiries, etc.)
- Prepare, edit, manipulate and extract data from electronic spreadsheets, prepare data summaries, enter data into various systems, identify weaknesses in available information and problem solve accordingly. Make recommendations for improvements. Develop and maintain operating procedures related to the position.
- Maintain and update the Waste Management Development Guidelines for multi-family and commercial developments to meet evolving recycling/waste requirements.
- Perform other duties as required.

**Knowledge, Skills & Abilities**:

- Knowledge of Metro Vancouver’s Integrated Solid Waste and Resource Management Plan, including disposal bans.
- Knowledge of environmental protection specifically related to solid waste, delivery of services and site design.
- Knowledge of the various provincial stewardship programs and their applicability in Richmond.
- Knowledge of the City of Richmond’s various bylaws pertaining to the work including Solid Waste and Recycling Bylaw 6803, Donation Bin Regulation Bylaw 9502, Demolition Waste and Recyclable Materials Bylaw 9516, Single-Use Plastic and Other Items Bylaw 10000 and related garbage and recycling programs/services.
- Sound knowledge of the City of Richmond’s Waste Management Design Guidelines.
- Skill in entering and manipulating data in spreadsheets and other City systems.
- Ability to read and interpret architectural drawings, plans, blueprints and diagrams, making decisions based on findings.
- Ability to undertake research in various environmental topics and prepare recommendations, including drafting reports.
- Ability to prepare communications plans and materials, including promotional items, brochures, review and update website content, etc.
- Ability to interpret and convey a sound knowledge of procedures, rules, regulations and City Bylaws regulating departmental activities to the public.
- Ability to engage effectively with the public in a variety of forums and to promote engagement in City recycling/waste management initiatives and programs.
- Ability to conduct and facilitate workshops.
