Reporting into the Senior Director, Preconstruction Services, the Bid Manager will be primarily responsible for leading construction project bids across all procurement and delivery models. These will include Design-Build, Integrated Project Delivery, Construction Management and Lump Sum Fixed Price. This role will lead the bid process through RFQ and RFP phases to award and transition to the operational team.

This position will be based in the Bird Richmond, BC office.

**Responsibilities**:

- Administer and produce all contract agreements
- Produce bid schedule, bid budgets, and ensure project bid team resources are appropriate for the project
- Lead project bids through all procurement stages to project award and mobilization.
- Advise managers of win strategy, risk matrix, and head contract negotiations
- Work closely with the estimating and proposal teams, coordinating their involvement
- Collaborate with Business Development to ensure partners are appropriate for the project.
- Provide head contract review, risk matrix, win strategy, and proposed Bid Budget to management; and
- Produce Bid schedule and administer timelines to ensure compliance.
- Work with senior management to prepare bid summaries required for appropriate executive approval.

Essential Functions
- Produce and administer all MOUs, teaming agreements and drop-down contracts as required.
- Ensure appropriate levels of resources are available and skill set is correct for the type of project.
- Schedule management review meetings to ensure all decisions are made in adequate time as not to impact the procurement process.
- Liaise and select key subcontractors and design assist partners.
- Project brief of risk and opportunities of the head contract.
- Attend and lead all collaboration / client meetings.
- Provide and administer all records of the bid, including meeting minutes, RFIs, design information, tender packages and bid addenda,
- Lead and manage RFP submissions, in conjunction with the proposals team.
- Provide direction and support to operational/technical/estimating staff and subcontract partners.
- Manage the operational and technical functions on projects during the bid phase;
- Devise and implement sound operational and technical controls on project bids.
- Ensure compliance with bid requirements.
- Assist with design-build project estimates, particularly with General Conditions and schedule.
- Explore scope ladder / value engineering / added value options.
- Ensure bid is compliant with no risk of disqualification.
- Prepare and include required qualifications to bids.
- Provide handover to execution teams on award.

What we are looking for:

- Post-Secondary diploma or degree related to Construction Management, Quantity Surveying, Estimating, Engineering or related education.
- Minimum ten to twelve years' experience with major contractor in a senior preconstruction or operational role.
- Minimum five to seven years large scale project bid management experience, design-build or P3 experience preferable.
- Experience in creating complete submission proposals and preliminary construction schedules.
- Experience in working in multi joint venture environment, and/or on bids with values in excess of $200m.
- Comfortable working to challenging submission timelines.
- Knowledge of the local construction market and current trends, with ability to lead in determining bid s
