In 2019 New Westminster Council was the second municipality in Metro Vancouver to have adopted a Climate Emergency Declaration, a call for action that will result in strong policies and programs being enacted to mitigate both corporate and community carbon emissions. The City has an exciting and challenging opportunity for a new Energy & Emissions Analyst (Corporate Energy & Emissions Specialist) as part of the Climate Action Division within the Climate Action, Planning and Development Department. This position which will play a key role in the City’s progress towards a zero carbon future.

Reporting to the Manager of Climate Action, the Energy & Emissions Analyst is responsible for data collection, analysis and review to inform climate action policy and implementation of the climate action priorities as outlines in the Corporate Energy and Emissions Reduction Strategy, Community Energy and Emissions Plan 2050, and eMobility Strategy. Additionally the Analyst will compile and prepare corporate and community energy and emission reports, progress reports on the City’s 7 Bold Steps and other regulatory required updates. The position also works to identify and incorporate opportunities for innovation, and inter-departmental collaboration and synergies, toward maximizing carbon reduction while maintaining cost control.

**Key responsibilities of this position include**:

- Support implementation of operational and institutional changes leading to reduction of GHG emissions.
- Prepare corporate and community GHG inventories and related monitoring programs, tools and processes.
- Prepare progress reports on climate action strategies and plans.
- Undertake policy research, analysis and reporting.
- Develop and implement policies, tools, processes and incentives to improve corporate energy performance.
- Organize, participate in and report on stakeholder consultations.
- Participate in local, provincial, national and international climate and sustainability initiatives, as required.
- Other duties/responsibilities as assigned.

**Key competencies for this position include**:

- University degree in the field of climate change and sustainability such as planning, engineering, clean energy, architecture, environmental science, or related discipline plus a minimum of 5 years of related experience; an equivalent related education and experience as acceptable to the employer may be considered.
- Considerable knowledge and expertise related to energy efficient buildings, GHG emissions reductions, asset management, and policy planning.
- Strong ability to understand and communicate technical regulatory requirements to a broad range of internal and external stakeholders.
- Proven ability to conduct comprehensive research and analysis, and to synthesize solutions from diverse information.
- Excellence in data analytics and interpretation.
- Excellence in verbal, written, and visual communication.
- Ability to manage multiple competing priorities and deadlines.
- Ability to understand multiple objectives in order to develop integrated solutions.
- Excellence in problem solving and decision making, within a team orientated culture.
- Ability to establish and maintain effective working relationships with a variety or people.
