**Opportunity**

As part of the local governance reform, the Village of Chipman and the Village of Minto along with surrounding areas are joining together to create the Municipality of Grand Lake. The new position of Treasurer is an exciting opportunity for an individual to be part of the founding administration team for the Municipality of Grand Lake. They will participate in the creation of an effective and cohesive administration group and engage in the development of our new municipality’s vision and strategic goals.

**Position Summary**

The Municipality of Grand Lake is currently seeking a full time, permanent Treasurer. Reporting to the Chief Administrative Officer, as a member of the management team this position is responsible for performing the statutory duties of a Treasurer as defined in the Municipal Act as well as being responsible for developing, maintaining and monitoring the annual budget process, accounting systems, the municipality’s asset management plan, tax and utility collection procedures, accounts payable including HST reporting and accounts receivable processes, banking and reconciliations of general ledgers, the Village’s purchasing system, year-end reporting requirements and providing advice to other members of the senior management team and Council on financial and related matters.

**Key Responsibilities**
- Managing the receipt, banking, and protection of municipal funds.
- Advising senior managers on risk assessments including loans, investments, and liquidity.
- Anticipating borrowing needs.
- Maintaining the financial systems and policies controlling the municipality’s treasury activities.
- Maintaining third-party financial activities.
- Handling outsourced treasury functions.
- Preparing budgets and financial statements.
- Submitting forecasting and financial reports.
- Implementing legislative and financial policies.
- Strong verbal and visual financial reporting skills.
- Valuable time management and prioritization skills.
- Substantial value for ethics and trustworthy operations

**Position Requirements**

**Education**:
A minimum of five years directly related experience within a municipality and with specific knowledge of tax collection and treasury roles will be a definite asset.
