**Job Summary**:
An Alternate Custodian assists the COMSEC Custodian in the day-to-day activities of a COMSEC Account and performs the duties of the COMSEC Custodian during his or her temporary absence.

The alternate Custodian responsibilities include but not limited to the following:

- Establish and implement accurate records by handling the inventory management, distribution and destruction of all cryptographic keying material and devices through internal (IT Service Manager) and external EKMS (Electronic Key Management System) systems.
- Assist, analyze and resolve usage and keying problems by responding to direct user calls, technologist calls, or as assigned by the IT Service Manager system for approximately 4300 devices.
- Evaluate the requirements for all cryptographic keying material and operational keys for the SCIP (Secure Communications Interoperability Protocols) and HAIPE (High Assurance Internet Protocol Encryptor) devices by remaining current on cryptographic devices, conducting studies, preparing reports and making recommendations to management.
- Act as a resource person by liaising with outside Agencies, Government Departments and Allied Agencies concerning COMSEC policies and guidelines, and the distribution, redistribution, and sharing of encryption devices and keying material.
- Prepare and configure new or updated SCIP devices for deployment/redeployment by receiving, preparing, loading updated software, and initial testing of the devices in cooperation with technologists.
- Create and control various internal and external databases by tracking and coordinating device and keying material deployments and redistributions.

**Education**:

- College diploma and two (2) years of experience*
- High school and three (3) years of experience*

The educational program must be from an accredited learning institution recognized in Canada.

If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense through a recognized credential assessment service.

**Note**: Any higher level of education could be recognized as experience.

**Experience**:

- Administrative support services roles or technical support services roles
- Writing detailed reports
- Dealing with employees at all levels
- Briefing or training employees at all levels
- Accountability, control and inventory processes
- Configure cryptographic equipment

**Assets**:

- Experience working with Local COMSEC Management Software (LCMS) / Local Management Device Key Processor (LMD/KP)
- Experience managing a COMSEC account, sub-account and local equipment
- Experience working with CSE’s policies such as COMSEC material control manual, doctrines and directives
- Experience in the configuration of Accountable COMSEC Material (ACM)
