**Summary**:
Reporting to the Chief Financial Officer (CFO), the Finance Officer (FO) is responsible to oversee and provide support to the mandated agencies of the Southern First Nations Network of Care (SFNNC) in the areas of Single Envelope Funding (SEF), financial accountability and reporting.

**Key Responsibilities**:
**Authority Accountability, Reporting, and Support**
- Prepares financial information related to SEF and expenditures of mandated agencies.
- Documents agency profiles to indicate financial challenges and opportunities.
- Participates in developing the Annual Operating Plan and Annual Report by assisting the CFO

**Agency Accountability, Reporting, and Support**
- Provides first point of contact with mandated agencies to address financial accountability, reporting, and support issues and escalates to the CFO as needed
- Assists CFO in addressing SEF issues including determining funding allocations to mandated agencies, authority specific centralized programming, recommending and reviewing changes to SEF, and resolving mandated agency specific issues
- Attends monthly meetings with Executive Directors and CFOs of the mandated agencies during Agency Relations meetings
- Performs financial reviews of mandated agencies as requested by CFO, including providing management comments and follow up of recommendations
- Coordinates with Family Services, Aboriginal Affairs and Northern Development Canada (AANDC), the CFO, and Quality Assurance to perform scheduled and ad hoc financial reviews of mandated agencies
- Prepares monitoring reports documenting compliance of mandated agencies
- Assists mandated agencies in developing financial reporting formats to comply with financial reporting requirements of external users and internal users
- Analyzes the financial information provided by mandated agencies to identify funding issues
- Prepares reports for the ongoing implementation, assessment, and upgrade of Accpac as the standard financial accounting system for the mandated agencies; assists in resolving Accpac support issues
- Develops and implements training plan for Accpac and its related modules
- Reviews maintenance billing reports from mandated agencies
- Assists in resolving child maintenance billing report issues between the SFNNC and its mandated Agencies; this includes matters relating to processing issues, support issues, and the approval of rates
- Responsible for the future development and implementation of SEF policies and procedures and the transfer of responsibility for the child maintenances function to the SFNNC from Family Services
- Provides ongoing recommendations to the CFO on all matters as needed

**Required**
- Bachelor’s degree in accounting or finance
- Five years of experience gained through increasingly responsible financial positions
- An equivalent combination of education and experience will be considered
- Proficiency in accounting systems, preferably ACCPAC/SAGE, and strong computer skills, including Microsoft Office Suite (Word, Excel, Outlook)
- Proficiency in full-cycle accounting with strong financial analysis skills
- Demonstrated interpersonal skills plus an ability to work well in a team setting
- Demonstrated ability to use independent judgment and handle confidential matters discreetly
- Ability to work effectively in a culturally diverse work group
- Must have a demonstrated understanding of Indigenous culture and traditions

**Preferred**
- Experience in payroll, public accounting, and auditing is preferred
- A professional accounting designation or actively pursuing a designation (e.g., Chartered Professional Accountant/Certified Aboriginal Financial Manager)
- The ability to communicate in an Indigenous language is considered an asset

**Other Requirements**:

- Satisfactory Criminal Record Check
- A valid class 5 MB driver’s license and access to a reliable vehicle for the purposes of business travel
