**About us**:
Founded in 1960, the Youth Services Bureau of Ottawa (YSB) is one of the largest and most comprehensive non-profit agencies in Ottawa and a registered charity. It provides mental health services, employment programs, emergency shelter, community, health and housing services, and justice programs to youth in the Ottawa area, serving between 2,500 and 3,000 at‑risk individuals aged 12+ and their families every month. YSB employs 350 caring professionals in a unionized environment in over 20 locations across Ottawa.

Reporting to the Director of Finance, the Controller is responsible for managing the accounting of YSB’s revenues, expenditures, assets and liabilities. The incumbent also manages all external and internal financial reporting, including the preparation of the annual audited financial statements for the organization. The Controller supervises a team of 7 finance professionals, including Financial Analysts, Payroll and Accounts Payable staff and a Finance Officer.

**What you will do**:

- Ensure all budgeting and accounting transactions are executed in accordance with generally accepted accounting principles, internal policies and regulatory requirements;
- Coordinate the timely preparation of accurate monthly financial statements for all programs and projects, including central services and YSB’s Charitable Foundation;
- Analyze and review financial statements, reports, general ledger accounts, monthly reconciliations and supporting documentation;
- Verify and reconcile source data to systems, bank statements/reports and accounting records, identifying variances and ensuring necessary corrections are applied;
- Ensure adequate cash management practices are in place, reviewing accounts on a regular basis, transferring resources when necessary to ensure funds are sufficient and overseeing treasury management;
- Design systems and reporting procedures to address external and internal audit findings, making recommendations to ensure proper internal controls and maintaining adequate segregation of duties;
- Prepare periodic reports to the Board of Directors including the annual operating budget, the operating budget analysis document, and the finance & budget information;
- Prepare and analyze regular financial reports for each program area in consultation with managers and the finance unit personnel;
- Maintain current and accurate financial projections for each program area in relation to expenditures, and recommend budget reallocations accordingly;
- Provide training, orientation and assistance to supervisors and managers with respect to budget planning, variance preparation and financial budget management and control;
- Manage the external audit process for the organization and the YSB Charitable Foundation;
- Ensure the timeliness and accuracy of reports for all funders;
- Work proactively towards maintaining and improving YSB’s reporting framework;
- Develop strategic goals and objectives in order to meet the reporting/forecasting requirements associated with YSB programs initiatives and ensure appropriate financial controls and procedures are in place to enable timely and accurate financial reporting;
- Recommend and develop appropriate policy direction in the area of budget for the Finance department;
- Evaluate financial systems and operational procedures, identify efficiencies and deploy best business practices for continuous improvement;
- Provide leadership and expertise on financial projects, including new system implementation and upgrades;
- Review funding submissions for new programs and project proposals;
- Administer and manage financial resources seconded to project work;
- Manage the performance of direct reports including conducting regular supervision meetings, developing operational plans, establishing objectives and priorities, establishing procedures and performance standards, and evaluating performance in consultation with the Director of Finance;
- Promote opportunities for training and professional development, including cross-training;
- Follow and ensure Finance employees follow safe work practices as established by the organization;
- Act as an alternate signing authority for the organization when the Director of Finance is not available;
