The Court Services Division of the Nova Scotia Department of Justice is dedicated to excellent service and the provision of fair and accessible administration of justice.

Sheriff Services focuses on the safety and security of the judiciary, court staff, the public, and persons in custody. There are local Sheriffs in every county of Nova Scotia, numbering over 200 in total. Employees transport up to 20,000 inmates and travel over 2 million kilometers in a year. Sheriffs are responsible for court security, secure transportation of prisoners to and from institutions and all levels of court, the service of some civil and criminal documents, and the execution of court orders.

**About Our Opportunity**:
The Risk & Operations Center Manager is accountable to deliver efficient and effective risk mitigation strategies and services to both Sheriff and Court Services. This position reports directly to the Deputy Chief Sheriff Operational Support. The Risk & Operations Center Manager is responsible for the oversight of the Risk Intelligence Unit, Sheriff Operations Center, Provincial Transport Unit and Professional Standards Investigations throughout the province. You perform all management functions related to both bargaining unit and excluded staff such as performance management, employee development, discipline, allocation of resources and budget management. The Risk & Operations Center Manager will coordinate the existing network of Sheriffs and Deputy Sheriffs to respond to public safety issues, intimidation and threats of court officials, and prevention of injury to clients and staff and property damage.

**Primary Accountabilities**:

- Management of a comprehensive Risk Management Program which includes analysis of threat risk and risk information and implementation of risk management strategies.
- Management of court infrastructure through physical security assessments and development of physical security protocols.
- Serves as the point of contact for Business Continuity for Sheriff and Court Services providing advice to Director Sheriff Services and Executive Director Court Services.
- Provide guidance directly to a team of risk investigators and analysts and indirectly to regional managers and risk intelligence officers regarding risk mitigation.
- Liaisons with Judiciary at all levels of the court regarding the Nova Scotia Judicial Security Protocols and provides advice on matters regarding judicial security.
- Guides a team of supervisors and dispatchers assigned to the Sheriff Operations Center to support court, prisoner transport and civil enforcement activities. Coordinating prisoner transport duties on a provincial and interprovincial level.
- Directs staff assigned to Sheriff Operations Center in the provision of Incident Command during security or emergency incidents on a province wide scale.
- Liaison with various stakeholder and partner agencies to develop gathering of intelligence and risk information.
- Develops and implements policy in relation to security risk management in the areas of court security, judicial security civil document service and enforcement, prisoner transportation and public safety for all court users.
- Manages budget expenditures for a large fleet of Sheriff Services secure and non secure vehicles including procurement.

**Qualifications and Experience**:
To be considered for this opportunity, you hold a university degree in an appropriate discipline, i.e. law, safety/security, public administration, business administration, in addition to several years of relevant experience in the public service or justice system. An equivalent combination of education and experience may be considered. You also have experience in several of the following areas: Sheriff Services operations, asset (fleet) management, performance management, scheduling and allocation of resources, budget management, risk management and communications.

For this role you have experience in a management/leadership role, in the criminal intelligence and assessment field including the use of related IT-based systems.

In your work, you are effective at building strong relationships with client groups such as the police, Correctional Services, Crown and Defence Counsel, Judiciary and court staff, and public, and responding innovatively and creatively to client needs. Furthermore, you can analyze and problem-solve effectively, and partner collaboratively with stakeholders to achieve common goals. You can make effective decisions during urgent situations and possess initiative.
