In the complex, multi-divisional and multi-stakeholder environment that is the City of Toronto, our Technology Services Division plays a vital role in our ability to deliver targeted programs and services and achieve business goals. Both a strategic thinker and a results-oriented leader, you welcome the opportunity to support the strategic planning process and translate it into actionable, quantitative plans in the role of Manager of Strategy & Compliance.

Reporting to the Director Technology Strategy & Program Management, you’ll develop a technology compliance risk assessment framework, assess regulatory, commercial and organizational technology compliance risks - both inherent and residual - and develop a technology compliance training and awareness program that educates the end-user community on compliance requirements. We’ll also count on you to lead the development of a centralized activity planning process and ensure its adoption across the Division, and provide expertise and support in the strategic planning process to ensure that said process highlights existing business issues, and issues are addressed by the plans and adhere to the established strategy.

Comfortable working in a highly demanding environment with many competing priorities, you’ll manage the implementation and maintenance of technology compliance and audit issue management tracking and resolution process that addresses known issues, according to severity and potential impact to the organization. You’ll also develop and direct technology compliance control monitoring programs to ensure that technology compliance-related risks are managed to the appropriate level of acceptable residual risk.

This pivotal role comes complete with the usual managerial responsibilities, as you’ll be expected to manage, motivate and train Unit staff, and supervise day-to-day operations, from scheduling, assigning and reviewing work, to developing and administering the annual budget and controlling expenditures. Leading by example, you’ll ensure effective teamwork, and high standards of work quality and organizational performance, while promoting continuous learning and innovation.

**KEY QUALIFICATIONS**:
Among the strengths you bring to the role of Manager, Strategy & Compliance, will be the following key qualifications:

- Post-secondary education in a discipline pertinent to the job function (Information Technology, Business Administration, Law, Engineering or Project Management) or an approved combination of education and experience.
- Extensive experience in managing compliance and risk management issues relating to technology operations.
- Considerable experience in the area of technology audit management, business process improvement and/or change management, stakeholder management and Business Process Re-engineering.
- Extensive exposure to corporate strategy management, with direct exposure to top management strategy formulation and decision-making.
- Proven experience developing and submitting IT audit and compliance reports to governing bodies, legal entities and/or external authorities.
- Compliance Management certification.

Given this background, you’ll bring extensive knowledge and understanding of audit standards and practices, and compliance frameworks, together with excellent interpersonal, verbal and written communication, project management, analytical and problem-solving skills, and the ability to communicate compliance-related concepts to a broad range of technical and non-technical staff.

Project Management Professional (PMP) certification, and prior consulting experience are considered assets.
