REST Centres (Restoration and Empowerment for Social Transition) is a non-profit organization dedicated to supporting homeless and at-risk Black youth in the Peel Region. As the only B3 organization in the region addressing youth homelessness, REST provides culturally informed, trauma-sensitive services that focus on sustainable housing solutions, case management, mental wellness, and life skills development. Our mission is to empower youth to break the cycle of homelessness, equipping them with the tools and support they need to transition into stable, independent living.

**Job Overview**
The Director of Programs and Service Delivery is a senior leadership role responsible for overseeing the development, implementation, and evaluation of REST Centres' programs and services. This position ensures that all programs align with the organization's mission and strategic objectives, ultimately enhancing the well-being and success of the youth we serve.

**Responsibilities**

**Team Management & Leadership Support**
- Supervise program managers, providing guidance, support, and professional development opportunities.
- Foster a collaborative and inclusive work environment that encourages innovation and teamwork.
- Share in the vision of the Executive Director while embracing the values of REST Centres.
- Provide leadership to ensure the best utilization of current technology to improve processes and enhance program delivery.
- Direct managers and coordinators by providing necessary direction and training based on department procedures and specialized expertise.
- Support the Executive Director in writing annual reports by providing program data and information.
- Ensure all work is aligned with the strategic plan of the organization.
- Provide strategic leadership in planning, implementing, and developing a holistic portfolio of high-quality programs and services within the agency's departments.
- Collaborate with the management team to provide organizational leadership, develop programming, and set policies and procedures in accordance with the agency's mission and strategic plan.
- Lead annual submissions to major funding bodies; support the management team with reports and submissions to program and project funders.
- Prepare, submit, and justify budget enhancement requests to the Executive Director.
- Prioritize and allocate available program resources.
- Ensure that accurate and timely program records, statistics, and reports are maintained.

**Program Development and Management**
- Lead the design, implementation, and evaluation of all programs, ensuring they meet the needs of BIPOC youth experiencing homelessness.
- Develop and maintain program budgets, ensuring efficient allocation of resources.
- Collaborate with stakeholders to identify program needs and implement best practices.
- Develop and plan processes for current and new projects based on the needs of the community.
- Provide oversight on the planning and delivery of all programming initiatives based on funding requirements and timelines.
- Lead the quarterly planning of programs and services based on strategic priorities of the agency in collaboration with the Executive Director.
- Explore and encourage teamwork in brainstorming and implementing new and creative program approaches and opportunities for program enhancement based on demographic information, research, and trends in best practices.
- Encourage cooperation and collaboration, bridging various programs and initiatives within the agency.
- Develop community education-related initiatives, documents, and statements.

**Program Evaluation**
- Establish and maintain performance metrics to measure program effectiveness and impact.
- Regularly assess and report on program outcomes to ensure continuous improvement and accountability.
- Ensure programs are high-quality interactive experiences with measurable outcomes.
- In collaboration with the management team and staff, develop program evaluation frameworks and tools to assess the effectiveness of programs and services.
- Prepare clear, concise, and informative reports outlining the status of programs, recommendations, and conclusions.

**Strategic Planning**
- Contribute to the organization's strategic planning process, ensuring alignment between programs and the overall mission.
- Identify emerging trends and issues in youth homelessness to inform program development.
- Provide strategic direction to the Youth Council, ensuring that their objectives align with the overall mission and goals of REST Centres.
- Collaborate with the Youth Council to develop and review policies that affect youth programming, incorporating their feedback to ensure programs are culturally responsive and effective.

**Human Resources Management**
- Define duties and responsibilities of direct reports, including hours of work, schedules, and methods and techniques of work.
