The Community Planning Division is one of six Divisions within Planning and Infrastructure Services and is responsible for strategic long-range planning including the Official Plan and the development of Secondary Plans. The Division reviews, comments and implements Regional and Provincial Policy and supports both the Cultural Heritage and the Agricultural Advisory Committees of Council. GIS staff complements the Community Planning Division.

**What the role entails**

We are seeking three Principal Planners, reporting to the Manager of Community Planning, who will be responsible for planning policy development, management of complex municipal planning projects such as Secondary Plans and the Official Plan review and their related public engagement. Preparation and presentation of reports to Committees and Council are a regular task.

**Responsibilities**

The following responsibilities and duties of this position includes but is not limited to:

- Performing and managing complex professional public policy research, analysis, and development in the areas of land use planning, growth management and development.
- The preparation and updating of the Official Plan and Secondary plans, including the reports to Council, coordination with other departments and agencies, and participation in negotiations and drafting of agreements with developers.
- Advising the Senior Leadership Team and providing other corporate teams with creative solutions to the issues facing a community.
- Reviewing and analyzing studies, reports and documents prepared by other departments, outside agencies and consultants, formulating the Municipality’s position and monitoring processes.
- Representing the Department/Municipality at a senior level by participating in discussions and negotiations with developers, consultants, agencies and the public; attending Committee and Council meetings to provide professional planning advice; and participating in inter and intra-departmental committees as well as external committees.
- Engaging with the public and interest groups as key stakeholders in the planning process providing clear understanding on how policy options impact them.
- Providing assistance to the Manager and Deputy CAO, Planning and Infrastructure, in the administration of the Division by contributing toward the development of the Division and Departmental work programs, participating in the review and development of Departmental policies and procedures, and participating in the hiring process and managing the workload of junior staff.
- Project managing Secondary Plans and other studies including consulting projects and supervising municipal staff assigned to these projects as well as monitoring the assigned budgets.
- Representing the Municipality by giving professional evidence as an expert witness at the Ontario Land Tribunal (OLT).
- Providing professional planning advice to others and giving direction and supervision to planning staff.
- Maintenance of all appropriate planning records, maps, databases, and files related to Clarington’s Official Plan, Secondary Plans and any other planning policy documents.
- Keeping informed of current trends in the planning legislation, practice and techniques, evaluating their impact on the Municipality and recommending any needed policy and procedural improvements.

**Qualifications**
- A Professional University Degree in Planning or related discipline is a requirement; or possess equivalent qualifications, skills and work-related experience to the satisfaction of the Deputy CAO of Planning and Infrastructure.
- Membership and current certification with the Canadian Institute of Planners (CIP) and the Ontario Professional Planners Institute (OPPI) is a requirement.
