This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.Job SummaryThe Chief Estimator is responsible for overseeing and managing the estimating function for all PACT projects, ensuring accurate, detailed, and competitive cost estimates are prepared in line with client specifications and project goals. This role requires a highly experienced professional with expertise in construction cost estimation, project planning, and leadership. The Chief Estimator will collaborate closely with senior management, project directors, engineers, and operations teams to drive successful bids and ensure robust pre‑construction planning.ResponsibilitiesLead and manage the estimating department, ensuring all bids are accurate, competitive, and completed on timePrepare and review detailed cost estimates for large‑scale aviation and infrastructure projects, including materials, labor, equipment, subcontractor costs, and overheadsOversee preparation of tender documentation and ensure compliance with client requirements and industry standardsAnalyze drawings, specifications, and scopes of work to develop accurate and comprehensive estimatesCollaborate with project managers, engineers, and operations teams to align estimates with design updates, schedules, and resource requirementsIdentify potential risks in estimates and develop mitigation strategies to protect project profitabilityBuild and maintain strong relationships with suppliers, subcontractors, and vendors to secure best pricing and qualityContribute to value engineering exercises to identify cost‑saving opportunities while maintaining quality and scopeEnsure cost estimates are aligned with project budgets and provide regular financial forecasts to senior leadershipLead, mentor, and develop the estimating team to drive accuracy, efficiency, and continuous improvementImplement best practices, tools, and technologies to enhance estimating processes and reporting for managementWork ConditionsThe position will be based at our offices in Mississauga, Ontario, with regular visits to the site offices and GTAA terminals as required. This position is 5 days per week with core hours of work between approximately 8:00am–5:00pm with 1 hour lunch or as agreed upon with your manager.Desired Skills, Knowledge, CompetenciesBachelor’s degree in Construction Management, Quantity Surveying, Civil Engineering, or related fieldMinimum 10 years of experience in construction estimating, with at least 5 years in a leadership roleStrong knowledge of construction methods, materials, and processes in aviation, civil, and infrastructure projectsProven experience managing complex and large‑scale estimates and tendersProficiency with estimating software and tools (e.g., ProEst, Bluebeam, or similar)Strong understanding of construction contracts, procurement processes, and industry standardsExceptional leadership skills with the ability to mentor and develop a teamExcellent attention to detail, analytical thinking, and problem‑solving abilitiesStrong communication, negotiation, and organizational skillsAbility to manage multiple priorities in a fast‑paced, deadline‑driven environmentHigh level of integrity, professionalism, and commitment to continuous improvementPACT is an equal opportunity employer and is committed to providing employment accommodation in accordance with the Ontario Human Rights Code and the Accessibility for Ontarians with Disabilities Act.
