Position Summary

BCIT's Finance & Administration department is seeking a regular, full-time (1.0 FTE) Chief Financial Officer & Vice President Administration. This position performs an executive leadership role with Institute-wide influence as a member of the Executive Team. Functions as Chief Financial Officer (CFO) and also provides senior strategic leadership to a diverse portfolio, including Financial Services, Campus Planning, Development and Facilities, Information Technology Services, Cyber Security, Internal Audit, Enterprise Risk and Corporate Services. Takes action to maintain the Institute's financial strength through all aspects of financial stewardship. Provides executive advice and consultation to the Executive Team, President, and Board of Governors and its sub-committees. Functions as Treasurer of the BCIT Foundation and represents BCIT on the board of other related subsidiaries.

Duties & Responsibilities
  • Performs an executive leadership role with Institute-wide influence as a member of the Executive Team. Engages as a team player, sharing accountability for broad strategic planning and achievement of the Institute's success. Acts as a champion of the Institute's vision, mission and values, emphasizing the Institute's commitment as a people-focused organization.
  • Functions as CFO and provides transformative and strategic leadership and vision to a diverse portfolio. Leads and oversees development of over-arching strategic plans, policies, standards, processes, systems and technology, ensuring alignment and integration within the portfolio, and across the Institute. Acts as executive sponsor for finance and administrative initiatives, critical to the Institute's success.
  • Takes action to maintain the Institute's financial strength through all aspects of financial stewardship, emphasizing financial planning, delivery of timely and accurate financial statements and reports, compliance with policies, statutory requirements and deadlines, and diligent capital and operating budgets and cost controls. Directs the strategic evaluation and prioritization of technology and capital requirements.
  • Fosters financial partnership with leaders across the Institute, overseeing delivery of financial expertise, advice, reporting and information in support of business strategies, and ensuring alignment and compliance with financial plans.
  • Oversees the performance of critical administrative and operational functions and services through reporting departments. Includes facilities infrastructure, capital planning and development; IT services and digital technology strategy; cyber security and data governance; risk; strategic procurement; insurance; contract management; and revenue-generating services.
  • Ensures all reporting areas are positioned to identify and mitigate risks. Takes executive action on the most critical problems and decisions of the reporting areas, including those with Institute-wide impact. Provides executive oversight of targets and measures for the portfolio functions, directing adjustments to ensure achievement of planned success.
  • Provides senior strategic advice and consultation, including presentation of financial statements, reports and information to the Executive Team, President, and Board of Governors and its sub-committees. Facilitates the internal and external financial audit processes.
  • Functions as Treasurer of the BCIT Foundation and is BCIT representative on the board of other related subsidiaries. Provides executive advice and consultation to the Audit and Finance Committee of the BCIT Board of Governors.
  • Works directly with government agencies, educational institutions and associations, and business organizations, cultivating collaborative relationships, addressing financial challenges, and fostering commercial opportunities and beneficial partnerships. Represents the Institute on external committees as assigned by the President.
  • Provides broad direction, coaching, development and performance management for reporting functional leaders, and encourages a dynamic culture of learning. Also oversees the division to ensure adherence to best practice in people management.
Qualifications
  • Professional accounting designation combined with a relevant degree.
  • 15 plus years of senior management experience, emphasizing senior strategic leadership, financial management and planning in a public sector context.
  • An equivalent combination of education and experience may be considered.
  • Expert knowledge of the concepts, theories, practices and techniques of financial stewardship, including strategic financial planning, controls, compliance, reporting, and all related policies, standards, processes, systems.
  • Transformative and strategic leadership skills with ability to provide vision, strategy and oversight to the financial affairs, facilities, technology, cyber security, enterprise risk and corporate services of a complex, multi-site Institute.
  • Expert project leadership skills, with ability to act as project sponsor on significant Institute-wide change initiatives.
  • Excellent interpersonal and communication skills to advise, consult and present at the highest levels of the organization, and ability to build trust and collaboration with internal and external partners.
  • Expert problem-solving and decision-making skills, with ability to diagnose and make recommendations on the organization's most critical issues.
  • Expert skills in leading others, with ability to direct, coach, develop and manage performance of reporting leaders, and to influence others at all levels across the Institute.

Salary Range: $219,355 - $315,323, with a control point of $274,194 per annum
