Job Summary The Manager Fleet Safety & Compliance is responsible for fostering a strong, positive safety culture within the ferry service. This role oversees compliance, safety, and training according to the organizational policies. Acts as the “Designated Person Ashore” (DPA) under the definition of the Marine Safety Management System Regulations. Major Responsibilities 1. Regulatory Compliance & Safety Oversight Acts as “Designated Person Ashore” (DPA) under the definition of the Marine Safety Management System Regulations. Verifies compliance with Transport Canada, Classification Society, and Recognized Organization regulations. Ensures assigned staff are in compliance with the Accessibility for Ontarians with Disabilities Act, Occupational Health and Safety Act, and all other relevant legislation and associated regulations. Maintains a thorough and current knowledge of relevant legislation and changes as well as corporate and divisional issues and initiatives. 2. Safety Management System (SMS) & Culture Develops and deploys a robust Safety Management System (SMS), driving procedural reviews, training standards, and safety reporting. Builds and ensures a safety culture and provides guidance to vessel crews on company policies and procedures. Develops and implements detailed plans to improve the overall safety culture and recommends policies regarding program-specific requirements. Manages the team and pursues safety, audits, and training processes in accordance with a multi-year Ferry Service Plan. 3. Training & Development Manages all safety and training requirements and related operations for Marine Operations. Conducts training needs assessments and implements training plans including oversight of regular emergency response drills and scenario-based training to ensure crew readiness. Develops and provides training on safety procedures and compliance requirements. Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high organizational performance, continuous learning and innovation. 4. Incident Investigation & Risk Mitigation Investigates incidents and ensures proper reporting and response procedures. Conducts incident investigations including property damage, personal injury, or environmental incidents to identify root causes. Follows up to ensure corrective measures are implemented to prevent future incidents. 5. Operational & Staff Management Manages the day-to-day operations of all assigned staff including scheduling, assigning and reviewing work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, and administers or recommends disciplinary action when necessary. Consults with Labour Relations, labour unions and divisional heads and managers regarding staff discipline and corrective action. 6. Strategic Planning & Advisory Recommends and implements policies and procedures regarding program-specific requirements that align with the City’s strategic direction. Participates on various Committees and Task Forces as a Divisional representative. Supports and provides advice on the Divisional business plan and monitors its implementation to identify issues and recommend actions as needed. Liaises with and provides senior-level consultation to Senior Management Team, Legal, Corporate Health & Safety, Labour Relations, Risk Management, Employee Unions, and division heads. 7. Budgeting & Reporting Develops, recommends and administers the annual budget for the section and ensures expenditures, operations, and staffing remain within approved limits. Prepares comprehensive reports and briefing documents, visual presentations, and speaking notes as required. Works evenings, statutory holidays and weekends as required. Key Qualifications Your application must describe your qualifications as they relate to the following: Post‑secondary education in Marine Engineering or Marine Engineering Technology or an equivalent combination of education and experience. Extensive experience developing and implementing safety strategies, conducting inspections and audits, managing accident investigations, and providing training in a marine environment. Extensive experience ensuring regulatory compliance and enforcing relevant marine safety regulations. Extensive management level experience in a large organization, reviewing business processes, identifying and implementing improvements to service efficiency, cost and customer service delivery. Certificated Ship Officer (Master or Mate) would be an asset. Considerable supervising both union and non‑union employees including coaching, mentoring, fostering engagement. Advanced interpersonal, leadership, and strategic thinking skills with the ability to foster initiative and innovation in self and others. Ability to build, develop and deliver a strong consistent level of customer service. Advanced oral and written communications skills and demonstrated ability in dealing effectively with diverse stakeholders and staff at all levels of the organization. Maintain thorough and current knowledge of all relevant government legislation, regulations and changes including occupational health and safety. Well‑developed planning, organizational and conflict resolution skills with the ability to anticipate change and influence others in responding to change. Highly developed sense of discretion, judgement and political acumen to deal with sensitive and confidential matters.
