The work we do is meaningful and through the work that you do, you contribute to and make a difference within our communities.Risk Manager PositionReporting to the Board, which is comprised of Chief Financial Officers in the Region, the Risk Manager will manage insurance and risk management programs for the municipalities in the Region of Waterloo. This includes protecting municipal assets against loss and develops and recommending appropriate methods to control, administer, and finance the potential loss from risks, preparing loss analyses and budgets. Identifying exposures and recommends solutions, and implementing risk management programs. Responsibilities Responsible for administrative and technical leadership of team of direct reports (seven staff), including hiring, training, and performance management. Administers the Waterloo Region Municipal Insurance Pool program, including claims review, premium cost analysis, self-insurance programs, and recommends insurance alternatives. Reports to all Councils on the insurance pool program, pool claim reserve funds, deductibles, and coverage. Responsible for oversight of claim litigation including assignment of claims to outside legal firms as appropriate, reporting to the Municipalities’ senior management and/or Council as appropriate. Administers the insurance programs for Waterloo Region Housing, Region of Waterloo Community Housing Inc., Waterloo Region Heritage Foundation, Waterloo Region Arts Fund, Waterloo Regional Airport, Kitchener Farmers Market, Neighbourhood Associations, and Minor Sports groups. Reports on insurance programs, claim incidents, coverage and deductibles to these external boards. Reviews claim incidence with internal departments to reduce or eliminate severity and/or frequency of future losses. Maintains insurance/risk management claims database and internal insurance/risk management procedures manual and other process documentation. Communicates with claimants, insurance companies, lawyers, adjustors, consultants, accountants, senior staff and officials at other municipalities, and the Province to obtain and exchange information, provide consultation, or negotiate settlements. Perform other duties as assigned. Education 4-year Bachelor’s degree in Commerce, Economics, Business Administration, or a related discipline. Experience A minimum of ten (10) years of progressively responsible experience in the municipal risk management field and/or corporate risk management services. Experience in planning and administering a comprehensive Insurance and Risk Management Program for large multi-divisional organizations, preferably in a municipal environment. Knowledge, Skills, And Abilities Fundamental knowledge of fire and life safety, including the Ontario Fire Code and the Ontario Building Code. Negotiation, analytical and problem-solving skills are required. Ability to organize and coordinate these components, classify work required to achieve goals and objectives. Thorough knowledge of the principles, practices, and theories of the risk management process, claims process, insurance legislation, Municipal Act, O. Reg. 239/02, case law, and civil law. A high level of negotiation and interpersonal skill is required when dealing with occasionally irate or angry public regarding claim settlements. Effective leadership skills, organization, and project management skills. Experience with pre-trials, trials, mediations would be a strong asset. Knowledge and efficiency in ClearRisk™ would be an asset. Strong interpersonal and written and verbal communication skills. Strong presentation and training skills. Proven skills in the use of a personal computer and various related business software. Strong analytical, interpretation and critical thinking skills.
