Box 130Kemptville, ON K0G 1J0 Responsibilities This position is responsible for: Management of development applications with respect to engineering design standards practices, guidelines, and Municipal requirements Ensuring proper infrastructure is established through new development Delivery of capital infrastructure projects Ensuring fiscal responsibility of the engineering division. General: Lead a team of staff, provide coaching, work/training plan development and performance management Develop short-term and long-term capital plans under the direction of the Director of Public Works Budgetary planning, procurement, and applications for eligible grants and subsidy programs Receive, investigate and respond to public complaints and inquiries regarding development, engineering studies or capital infrastructure projects. Assist with the development and implementation of best practices based on Council policy and directions Prepare reports and attend Council and Committee meetings as required. Development Technical review of all development proposals, including severances, Official Plan amendments, zoning by-law amendments, site plans, and subdivision agreements, as well as technical documents in support of such proposals Review, comment, and approve engineering drawings and reports for development applications with regards to storm sewers, storm water management, sanitary sewers and pump stations, drinking water systems, roadways, active transportation, traffic engineering, street lighting, and Maintains effective relations by addressing inquiries from the developers, builders, agents, citizens, community groups, council members, regional and provincial officials, regarding all forms of development, handling resolution of requests, claims and complaints. Ensures compliance in all developments with technical designs, as well as approved engineering standards and legislative requirements Performs site inspections for preliminary and final approvals for municipal infrastructure works Provides recommendations for preliminary and final subdivision and site plan approvals regarding municipal infrastructure Coordinates and manages the Municipal Class Environmental Assessment process as required. Manage consultants throughout the design process, including data collection, surveying, detailed design, liaison with outside agencies, and coordination with utility companies. Prepares and reviews in-house technical designs and studies, contract documents, and drawings for municipal infrastructure projects. Review new utility installations to provide Municipal Consent outside of development projects in consultation with operations. Acts as Project Manager for capital construction projects, overseeing public engagement, inspections, documentation, and project meetings. Represents the municipality at external meetings, public forums, and stakeholder consultations. Prepares and presents reports and documentation for council and senior management. Develop technical and engineering policies, procedures and guidelines in accordance with applicable legislation and standards to ensure effective controls are in place to protect the public and infrastructure. Prepare tenders and requests for quotes/proposals for infrastructure works and relevant professional services, and review such submissions Maintain and ensure compliance with the Consolidated Linear Infrastructure Environmental Compliance Approval (CLI ECA) for stormwater system. Oversee consultants and independent contractors for construction, service contracts, engineering studies and environmental assessments related to roads, bridges, water, wastewater, storm water and drainage projects Develop and implement criteria, procedures, and asset management data collection standards. Ensure accurate collection and analysis of asset data to inform asset management plans and long-term financial strategies. Evaluate asset performance, lifecycle requirements, and cost-risk optimization strategies. Collaborate with senior management on asset lifecycle planning, decommissioning, and disposal actions. Research and analyze municipal infrastructure (existing and new) as required Liaise with the Ministry of the Environment and other governmental agencies as required Participate in committee, departmental, inter-departmental and technical steering committee meetings as required Perform other duties as assigned by the Director of Public Works. Education/Specialized Training/Skills: Essential (minimum) Qualifications: University degree in Civil Engineering/Environmental Engineering or post-secondary school diploma in Civil Engineering Technology Minimum of five (7) years of experience, preferably in a municipal setting in roads, bridges and municipal water and sewer systems Must have a minimum of five years’ progressive responsible managerial experience in civil engineering. Must hold or be eligible to obtain a valid professional designation as a Certified Engineering Technologist (C.E.T), or Professional Engineer (P. Eng) Knowledge of roads, bridges, water, wastewater treatment and systems, storm water systems, collection and distribution systems Must have experience demonstrating effective organizational and leadership skills Asset (preferred) Qualifications: Computer literacy in a Microsoft environment and demonstrated experience with database management, AutoCAD, GIS and other relevant software programs Superior customer service, interpersonal and conflict resolution skills combined with excellent written and oral communication skills Demonstrated experience in financial management including preparing, implementing and monitoring budget plans and procurement processes Must be familiar with applicable industry standards such as Ministry of Labour regulations, other legislative requirements, etc. Demonstrated ability to work independently and within a team environment Must have knowledge of municipal bylaws Strong team and leadership abilities Valid and in good standing Class G drivers’ license Valid and satisfactory Police Records Check Working Conditions: Based on a 35-hour work week. Regular office hours are Monday to Friday 8:30am to 4:30pm. Works both in an office environment and on construction sites with required outdoor duties in all weather conditions. Ability to sit or stand, often in front of a computer monitor, for long periods of time Exposure to elements such as inclement weather (extreme heat and/or cold), and construction hazards Ability to lift and move objects under 50 pounds Outside environment with travel throughout the municipality Occasional weekend and off-hour responses to operational needs, special projects, and emergencies Compensation: The salary range for this position is $54.31 - $67.88 per hour.
