Starting Salary: $200,000/year The Opportunity Reporting to the SVP Refining Operations, the Director HES provides support in health, environment, safety, and emergency management (HES) for the Burnaby Refinery. The role leads a local team and delivers initiatives that ensure personal and process safety management processes and systems are in place, effective, and fit‑for‑purpose. Responsibilities include maintaining positive relationships with regulators and stakeholders, ensuring regulatory compliance while reducing compliance burden, and leading emergency preparedness and response to minimize incident consequences. The Director collaborates closely with the Refinery Leadership Team to enable front‑line worker performance and leverages learning from internal and external sources to respond proactively to incidents and regulatory items—critical to the stability of refining future. Responsibilities Demonstrate personal leadership, knowledge, and engagement, providing overall management of Process Safety Management, Environmental, Personal Health & Safety, and Emergency Management systems at the refinery. Lead the refinery's safety and environmental culture, including advancing human & organizational performance. Work with line organizations to ensure the refinery’s vision aligns with operational excellence performance and direction, and is broadly communicated. Serve as a high‑performing member of the Refinery Leadership Team, ensuring an appropriate balance of risk and cost in decision‑making. Participate as a cross‑functional leader to set operational strategy and tactics, operational excellence and compliance expectations, strategic plan development and execution, financial performance expectations (working with regulators to reduce compliance burden), succession plans, and model leadership behaviors for Sunoco. Sponsor facility environmental permit consultations with regulators. Provide guidance to Manager Environment as required (e.g., Canadian Fuels Association’s National Environmental Committee). Champion Process Safety Management, demonstrating leadership and engagement at the refinery level. Assist refinery leadership with developing management tools for line management to monitor PSM effectiveness. Collaborate with OE and Planning to ensure clear accountability for OE/PSM. Monitor and record permit and regulatory compliance actions. Obtain all refinery environmental permits, including those for capital and maintenance projects. Maintain awareness of environmental, safety, security, and PSM actions pending legislative review. Review findings and approve recommendations on industrial injury cases. Coordinate process safety audits internally and with external auditors. Coach, mentor, and set expectations for department employees. Oversee the Refinery Joint Health & Safety Committee. Advise refinery leadership on environmental, security, safety, emergency management, and PSM matters. Represent refinery in regulatory agencies and conferences on HSE and PSM issues. Develop proactive relationships with local, regional, provincial, and federal regulators. Participate in development of capital projects and business plan, and sit on decision review boards. Lead safety culture initiatives, incorporating human performance principles. Guide system solutions to prevent serious incidents and reduce risk of error. Education University degree in Engineering, Science, or a related field is considered an asset. Requirements Minimum 10 years of relevant experience in processing manufacturing (Oil & Gas, Chemical processing), with at least 5 years in progressive supervisory roles. Excellent interpersonal skills enabling complex negotiations with internal and external stakeholders. Demonstrated capability in applying change management for step‑change business improvement.
