Main Purpose and Function The Sewer Pump Station Supervisor is responsible for ensuring all City of Vancouver sanitary sewer and drainage pump station systems are operating and maintained optimally to minimize disruptions, meet service demands, achieve performance targets, and prevent environmental harm. The role leads and supervises a team of pump mechanics who respond to alarms and calls 24/7, 365 days a year for 26 facilities. This skilled and technical supervisory position requires a high degree of knowledge and aptitude to understand, interpret, troubleshoot, and advance all electronic control and mechanical systems associated with the efficient operation of pump stations and discharge of effluent. Specific Duties and Responsibilities Acts as the prime operational contact and lead responsible for the operation and maintenance of the City’s fleet of sewage and drainage pumping stations and associated force‑mains, chambers, and related equipment. Ensures operational tasks and exercises are conducted according to applicable regulations, City of Vancouver policy, and procedures in a safe and efficient manner. Directly supervises Trades II and Trades I (Pump Mechanics) and oversees the work and safety of technicians, design staff, electricians, contractors, and laborers onsite. Participates in interviews, training, performance evaluations, motivates, mentors, and leads staff in all aspects of the work. Ensures safety precautions, policy, and WorkSafe BC regulations are followed; reviews and plans work procedures to identify and control hazards, and develops safety talks. Plans and allocates resources for daily, monthly, and annual maintenance schedules and corrective repairs for mechanical, electrical, programmable equipment and facility structures. Installs, configures, and maintains programmable logic controllers; programs and tests units, creates database entries and modifies screens and linkages. Runs diagnostics to identify SCADA system problems and corrects or refers issues to technical contacts. Maintains records, logs, tracking sheets, manuals, and tools; participates in designing preventive maintenance schedules and procedures. Provides input to Sewer Design on topics such as new station designs, retrofits, SCADA programming, specifications, spill investigations, and technical advancements. Collaborates with design staff and consultants during design and build phases of capital upgrades, reviews commissioning plans, and oversees commissioning processes for new construction, bypass systems, or equipment upgrades. Creates shopping carts, orders supplies, tools, and equipment via the supply chain procurement system; hires contractors. Provides operational input to business improvement analysts, creates work orders, updates asset and work management programs, and obtains operational reports. Responds to emergencies and provides on‑call support to troubleshoot after‑hour issues. Performs other duties and responsibilities as assigned. Education and Experience Completion of Grade 12 supplemented by technical courses in related trades or a recognized apprenticeship or post‑secondary program, plus considerable maintenance and operations experience in a municipal sewer department and supervisory experience, or an equivalent combination of education, training, and experience. Knowledge, Skills, and Abilities Thorough knowledge of station control systems, PLC programming, electronics, logic, communication systems, tools, equipment, and repair/testing techniques. Strong diagnostic and testing procedure knowledge. Extensive safety knowledge and familiarity with regulations for pump station work. Knowledge of electrical circuitry, programming principles, instrumentation, and automation communications. Ability to review and respond to plans, designs, and schematics for facility improvements, including major upgrades and commissioning of new systems. Ability to supervise, schedule, and instruct teams of pump mechanics and contractors. Skill in using and caring for maintenance tools and high‑pressure pumping equipment. Ability to design, modify, maintain, and improve computerized control procedures and databases; advanced MS Office and specialized City programs (SCADA, Vandocs, IMS Hansen, etc.). Ability to monitor and control system operations, run diagnostics, and use various software programs. Knowledge of preventive maintenance practices and hydraulic principles of pumped/piped water systems. Ability to work calmly, make independent decisions under pressure, and instruct responders. Ability to prepare and maintain work records and write concise reports. Ability to purchase equipment, materials, and tools following procurement policy. Ability to apply supervisory techniques to mentor and lead staff, demonstrating diplomacy and tact. Ability to train, coach, mentor, and evaluate staff performance. Knowledge of PLC programming and schematic reading is an asset. Driver’s License and Record Checks Current and valid Class 5 BC Driver’s License (or higher) with a satisfactory commercial driving record: ≤ 9 points accumulated over 5 years, not exceeding 3 points in any single year; ≤ 1 preventable work‑related accident over 3 years. Must submit a Commercial Driving Records Abstract (N Print) for the past 5 years (no more than 14 days prior to posting).
