Job Profile Under the direction of the Emergency Management Coordinator, this position supports the City of Winnipeg’s Emergency Management Program, helps maintain the Emergency Management Plan and the Emergency Operations Centre (EOC), and conducts hazard, risk and vulnerability assessments, emergency management and business continuity training, exercises and drills. In addition, this position works with City departments, committees and external organizations on operational‑tactical emergency management and business continuity plans and may be required to act as the Deputy Emergency Coordinator during major emergencies and/or disasters. The City of Winnipeg’s Emergency Management Program includes responsibility for service continuity and contingency planning, management and communications during labour disputes. Emergency Management Officers play a key role in planning, preparing, protecting and maintaining public safety. Working as part of a team, they anticipate and respond to threats to public safety during emergency and/or disaster events that require a coordinated City response. Responsibilities Assist with the emergency management and business continuity programs, the Emergency Management Coordination Committee (EMCC) and the Emergency Operations Centre. Assist with the planning, development and maintenance of the City of Winnipeg’s Emergency Management Program and Emergency Management Plan. Assist with the planning, development and implementation of emergency management exercises and drills. Administer emergency management and business continuity training. Participate in and/or lead ongoing emergency management meetings, presentations and public education initiatives with internal and external partners. Perform any other duties consistent with the classification, as required. Education & Qualifications Bachelor’s Degree or postgraduate qualification in one of the following related fields: Applied Disaster and Emergency Studies, Business Administration/Commerce, Public Administration, Geography, Computer Science and successful completion of emergency management courses. A Bachelor’s Degree or postgraduate qualification with an Emergency Management focus would be considered an asset. Consideration may be given to applicants with an acceptable and equivalent combination of education, training, and experience. Minimum of twenty‑four (24) months’ experience working in one of the following fields: Emergency Management, Emergency Services, Military, Business Continuity or other crisis work including Emergency Social Services. Successful completion of at least one of the following would be considered an asset: Emergency Management Certificate from a recognized educational institution. Associate Emergency Manager (AEM) certification or Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers (IAEM). Incident Command System (ICS) 100, 200, 300 or 400 level course certificates. Emergency Management Exercise Design Certificate from a recognized educational institution. Business Continuity certification from a recognized institution. Knowledge and understanding of legislation, regulations, standards, codes, guidelines, best practices, plans, protocols and procedures related to emergency management and business continuity. Knowledge of the operation of an emergency operations centre, as well as the operation of a large organization (e.g. municipal government) and its interdepartmental relationships. Knowledge of established emergency management organizations and professional networks. Effective organizational skills used to meet assigned deadlines through the prioritization of multiple tasks in a stressful environment. Problem‑solving skills that demonstrate critical and creative thinking. Effective communication skills both verbally and in writing including experience in the preparation of draft correspondence. Ability to coordinate and present training. Ability to work in a team environment and collaborate with a wide range of partners in a stressful environment. Ability to remain calm in stressful emergency and/or disaster situations with the ability to adapt to unforeseen changes and schedule interruptions. Project management skills would be considered an asset. Ability to use databases, run reports and analyze and present data and technical information. Ability to learn and utilize various software including GIS applications. Ability to use Microsoft Office Products and ability to learn new technology as required. Valid Manitoba Class 5 Full Driver’s License (or provincial equivalent).
