Overview The Government of Alberta ("GoA") has embarked on transforming the work of government to deliver simpler, more efficient, and better services for the citizens of Alberta, thereby ensuring that the needs of Albertans are effectively met in the digital age. The Province has a strategic role within government to drive efficiencies, innovation and modernization. As part of this role, the Province is expanding the GoA’s digital delivery of services with the view of simplifying and providing better user experiences with interactions with the GoA. The Digital Design and Delivery Division ("3D") was established to maximize capability and confidence in modern digital practice by ensuring service quality and value through standards and controls. This includes utilizing human‑centered design approaches together with agile methodology and modern data practices. The Province requires up to two (2) Digital Architect – Data to work with 3D on service innovation, program review and digital transformation projects across the GoA. The Digital Architect, Data will work as part of cross‑functional program review or product delivery teams. These teams, led by GoA product owners and 3D, work collaboratively and collectively participate in a full range of activities including field research, backlog definition and refinement, and sprint planning and execution. Digital transformation projects review the current state of services, identify future opportunities, and then deliver new services that are efficient, effective and affordable. Responsibilities Lead the solution architecture of digital services by developing the overall architectural plan, ensuring a citizen‑centered design and agile software approach. Uncover existing system context. Provide recommendations and prototypes for technical discovery and feasibility. Provide and be accountable for the solution designs that account for iterative implementation. Analyze impacts, exposure, and risk as it pertains to the solution design. Guide the team in the implementation of digital services by facilitating frequent delivery of products to ensure that the target architecture is successfully created. Determine the tactical approach on each integration and the target state of system boundaries and interactions. Identify opportunities to leverage common components and capabilities of other digital services. Encourage team contribution towards developing opportunities to leverage other digital services. Provide guidance on the creation of detailed designs for solution implementation. Review code changes. Contribute to code changes in order to implement user stories and to complete technical tasks. Provide coaching and mentorship to the product team. Contribute to the architectural vision for a platform of user‑centric services, particularly as it relates to the use of common components and capabilities to accelerate service delivery. Contribute to the development of principles, metrics, and standards for service quality and delivery. Provide software architecture information to technical and non‑technical audiences by creating materials (documents, diagrams, presentations, etc.) appropriate to the audience. Actively participate in the development and continuous improvement of the architecture practice. Work with the Province and Contractor to determine changes to services and materials as required through the artifacts. Location of Work The Digital Architect will primarily work remotely; however, may be required to attend meetings or work sessions in Edmonton on reasonable notice from the Province. Time to travel and any associated expenses to and from Edmonton will be at no cost to the Province. Standard hours of work are 8:15 to 4:30 Alberta time, Monday through Friday excluding holidays observed by the Province. Resources must be available during this time. Must Have Bachelor degree in Computer Science or related field of study equivalencies. Duration – Demonstrated experience leading cross‑functional agile product teams – 5 years. Duration – Experience as a data architect, software architect, or senior data engineer – 8 years. Duration – Experience in leading solution architecture and introducing the overall technical – 5 years. Duration – Experience leading domain modelling and database schema – 4 years. Duration – Strong communication skills with the ability to convey technical concepts – 5 years. Nice to Have Duration – Experience aligning data architecture with organizational data strategies and digital – 3 years. Duration – Experience applying data governance principles to ensure consistency, quality, and – 3 years. Duration – Experience applying secure development practices and managing – 4 years. Duration – Experience collaborating with cross‑functional teams to embed data interoperability – 2 years. Duration – Experience incrementally transforming existing legacy systems into modern digital serv – 5 years. Duration – Experience with containerization, orchestration, and infrastructure‑as‑code – 2 years. Duration – Experience with the GoA's Information Technology/Information Management – 2 years. Duration – Experience working in an organization equivalent in size and complexity to the – 2 years. Duration – Experience working with both relational and non‑relational databases – 5 years. Duration – Experience working as an architect using data analytics – 4 years. Note Digital Architect will primarily work remotely; however, may be required to attend meetings or work sessions in Edmonton on reasonable notice from the Province. Time to travel and any associated expenses to and from Edmonton will be at no cost to the Province. The Province reserves the right to alter this work arrangement on reasonable notice to the Digital Architect – Data. The Contractor and the Digital Architect – Data will be consulted about the alteration in work arrangement. Some travel within Alberta may be required to conduct field research and user interviews. The Province will make arrangements for travel for field research and user interview purposes where possible at no cost to the province.
