When attending an event or meeting in person, your primary office location will be based out of 1340 Brant Street, Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective January 2026 this role will be required to be on site 50% of the time each month.Position OverviewThis position is responsible for leading the Traffic Signals group and overseeing the delivery of traffic signal and related electrical infrastructure programs, ensuring the safe and efficient operation of the City’s multi-modal transportation network. These programs include advanced traffic management system (ATMS) operations, network-wide traffic management through signal optimization and the deployment and application of Intelligent Transportation Systems (ITS), as well as the design and construction of traffic signal and electrical traffic control systems, along with signal maintenance and asset management. This role will lead and support the development of Traffic Signal and congestion related programs and projects. As the subject matter expert, this position will provide technical advice, guidance and recommendations in staff reports to Council, correspondence with residents, participation on project teams and in the review of road design drawings, construction plans and development proposals from a traffic signals and traffic management perspective.ResponsibilitiesYou will be responsible for:Leadership and OversightProvide day to day supervision of staff including recruiting, training, coaching, development and performance managementOversee the effective delivery of projects, programs and services provided by the traffic signals group including budgeting, signal system operations, signal network optimization, signal design, construction and maintenanceEnsure adherence to legal requirements and conformance with traffic engineering practicesTraffic signals programs, policies and project managementLead and support the development, implementation, and maintenance of traffic signal standards, policies, and procedures in alignment with the City’s vision and strategy, while overseeing traffic signal maintenance, asset management, and capital programs to ensure compliance with legislated requirements.Lead and manage Traffic Signals and ITS projects from inception to completion including transit signal priority, emergency vehicle pre-emption, traffic signal control systems, and connected/autonomous vehicle projects by coordinating technical staff, contractors, and consultants, managing budgets and contracts, engaging stakeholders, and approving procurement documents including terms of reference, RFPs, RFQs, and tenders.Analysis and reportingDevelop and monitor key performance indicators and level of service metrics, while providing technical expertise in reviewing reports, designs, and development applications. Conduct fatal collision site reviews and support the senior supervisor with related legal inquiries and proceedings.Focus on efficiency, innovation and continuous improvementResearch and apply industry best practices, legislation, and emerging traffic control technologies by designing, testing, and implementing innovative solutions, while serving as a subject matter expert for City staff and external stakeholdersEducation and outreach programsDevelop and implement education programs/campaigns related to traffic signal operationsProactively gather feedback from the community and stakeholders to develop and enhance traffic managementRequirementsYou have a diploma/degree in Transportation Engineering Technology or equivalent. Certification, or eligibility for certification with OACETT (C.E.T.) is an asset. This is complimented by four (4) to seven (7) years of experience specializing in traffic signal systems, signal operations, design and construction, and Intelligent Transportation Systems. Strong leadership and interpersonal skills are required to manage staff and in dealing with public stakeholders on sensitive matters. Demonstrated experience supervising union and non-union staff is required.To be successful in this role, you have proven project management and supervisory skills and a strong working knowledge of traffic signals and systems including engineering, design, operations and maintenance. Your ability to communicate effectively allows you to interact well with others and provide excellent customer service. You are well-organized and excel at problem-solving.You will be required to attend sites that may include heavy traffic, particularly when urgent/unplanned response is required. Weather and site conditions can be a hinderance. Personal protective equipment (PPE) will be provided and is always required when working in the field.A valid Class G driver’s license is required with an acceptable driver’s abstract with no more than three (3) driving related convictions or an accumulation of no more than three (3) demerit points in the previous three (3) years prior to the date of hire, and/or no administrative driver license (ADLS) suspensions.
