Responsibilities Reporting to the Manager, Aviation Safety Compliance and Enforcement, this position is responsible for ensuring the safety and wellbeing of the airside at Toronto Pearson and all those that work airside. This involves providing emergency response in accordance with the Airport Emergency Plan (AEP), Incident Management System (IMS) and AEP Support Roles; responding to accidents, incidents, aviation safety and regulatory compliance concerns and complaints and violations relating to the airside aviation support related portions of the terminals and groundside; conducting initial information gathering as it pertains to initial investigations, interviews, provision of written statements, preparing and completing reports and root cause analysis; providing safety and security support through planned activity inspections for the identification of suspicious persons and/or packages; monitoring and enforcing airport operations on a 24/7/365 basis to ensure compliance with GTAA rules and regulations. Respond to AEP incidents, assume Incident Command (IC) as per IMS, provide initial first‑aid, situational assessment, establish control of the scene, initiate emergency environmental protection, information gathering, emergency escort(s) and perform IMS or AEP supporting roles as assigned by the IC. Monitor, educate and enforce the Airside Vehicle Operators Permits and Airport Traffic Directives, including investigation of all airside accidents and incidents as well as airfield incursions and operational irregularities. Inspect physical security equipment/systems to ensure conformance. Coordinate with internal and external partners regarding matters related to Airport Operations, including Peel Regional Police, CATSA, CBSA, Transportation Safety Board and Transport Canada. Ensure compliance of and respond to security breaches and non‑compliance of the Airport Security Program. Monitor airside construction activities ensuring compliance with the Airside Activity Program, Airport Construction Code, Airside Flagging Procedures and Access Control Regulations. Inspect to ensure security and safety of the Primary Security Line. Complete all Incident Reports and root cause analysis as related to any of the above accountabilities. Monitor compliance of protocols associated with labor issues/disputes and tenant security program to minimize operational impacts to GTAA operations. Assist in collection of data for airside safety initiatives such as ATD compliance, FOD walks, audits, GSE parking, etc. Enforce the GSE parking plan and implementation of the GTAA Tow Policy. Attend meetings as a representative for Aviation Safety Officers and build relationships with internal and external stakeholders. Qualifications 3 years’ experience working in airport operations or 3 years’ experience in airline operations in a supervisory or lead hand capacity. 1 year of experience in Safety Management Systems or as part of a Safety Committee. Possess a valid “G” Ontario Driver’s license. Within 30 days of appointment the ability to acquire First Aid and CPR certification; having these certifications will be considered an asset. Within 30 days of appointment the ability to acquire Incident Management System (IMS) Incident Commander (IC) certification; already having these certifications and experience as an IC will be considered an asset. Experience conducting and developing root‑cause analysis will be considered an asset. Must have a valid AVOP with a clean driving record; duration of time with an AVOP will be considered an asset. Ability to acquire a “D” AVOP license and an Aeronautical Radiotelephone Certificate. Post‑secondary diploma or degree preferably in aviation, policing, business or safety related studies or a combination of relevant education and airside operational experience. Ability to obtain and retain a Transportation Security Clearance. Knowledge, Skills and Abilities Working knowledge of CAD, MR On Call records, GTAA Airport Emergency Response Plan (AEP), Airport Safety Management Program (SMS), Security Incident Management Program (SIMP), AVOP program, GTAA Airside Activity Program, GTAA Apron and Maintenance Procedures, GTAA Ground Operations Manual (GOM) and GTAA Aircraft Recovery Manual. Good understanding of licensing rules, regulations, and traffic of landside airport regulations and laws, security systems and equipment used in support of access control and monitoring functions. Knowledge of Toronto Pearson operations including aviation operations, roles and responsibilities for air carriers, police/security, CATSA, tenants, contractors, government agencies and passengers as they relate to airport safety and security. Knowledge of application of construction related regulations and associations. Must be detail‑oriented. Strong computer skills – Word, PowerPoint, Excel, etc. Ability to confidently and credibly represent the GTAA when dealing with external and internal stakeholders including senior leadership. Ability to clearly communicate verbally and in written form to various levels of audience internally and externally. Ability to prioritize during multi‑incident situations and remain calm and in control during emergency situations. Skilled at preparing detailed written reports on various types of correspondence, including presentations. Ability to interpret legislation, conduct inspections, audits and investigations and assess findings to report deficiencies. Capable of performing in situations that are occasionally ambiguous and to make decisions expeditiously. Ability to resolve problems and provide advice and direction through strong conflict resolution skills. Ability to compile, assess and analyze information and determine the required action. Ability to interpret and apply Safety and Security Regulations and Measures (CARs, ATRs, TP312, CASRs, ASMs) and GTAA safety and security standards and procedures.
