Interpret City Bylaws when required to ensure effective enforcement capabilities. Supervise staff in the Bylaw Services Department. Assist Manager of Bylaw Services with departmental planning. Monitor all bylaw enforcement activities and intervene on enforcement actions when required. Prioritize bylaw officer work and manage staff deployment and scheduling to meet operational requirements. Key Duties Administer and review bylaw enforcement processes. Assist in developing and amending bylaws in response to issues and complaints such as noise, property‑related offences, nuisance behaviour, right of way concerns, environmental preservation, homelessness, building, permit and zoning offences. Coordinate, assign, and review approximately 25 staff involved in bylaw enforcement; ensure schedules, procedures and performance standards are met; recommend employee selection, promotion, discipline, and development; provide training and input into performance appraisals. Respond to inquiries from the City’s Senior Leadership Team, Mayor, Council, businesses, the public, other departments and the media regarding various municipal bylaws. Determine and implement appropriate enforcement procedures, prepare documentation and evidence, submit for prosecution, attend court and present evidence, prepare reports for Crown Counsel, and liaise with other City departments such as Planning, Engineering and Parks, Recreation and Facilities. Work with external agencies (Victoria Police, Legal Firms, BC Housing, advocacy groups, local businesses, neighbourhood associations). Undertake special projects such as redesigning documentation and creating Bylaw Manual processes. Liaise with animal control bylaw officers and ensure compliance with City bylaws. Perform related duties where qualified. Independence Work is performed according to established guidelines and procedures and is reviewed through discussions with Manager. Issues regarding enforcement policy that may lead to litigation are referred to Manager. Work is mainly self‑assigned, with regular tasks also assigned by the Manager. Independence over deployment and scheduling. Working Conditions Physical Effort – Sit with arms unsupported while keyboarding; walk on inspection route (3 km); lift medium weight materials (rare). Mental Effort – Long periods of intense concentration reviewing bylaws, demanding schedules, multiple conflicting demands; deal with interruptions, complaints, negative comments. Work Environment – Office and work outside in all weather conditions; exposure to waste and hazardous materials; exposure to potentially abusive people. Key Skills and Abilities Organise and prioritise own work and that of the department. Collaborate with large and small teams. Interpret and apply bylaws, statutes and regulations. Manage conflict and de‑escalate adversarial situations. Supervise and lead teams in daily administration. Work safely and coordinate a safety program. Proficient in MS Office (Word, Excel, Outlook) and specialty software. Compose and present technical reports and evidence. Maintain accurate records and supervise staff. Qualifications Formal Education – Diploma in related field. Levels 1 and 2 Bylaw Compliance, Enforcement and Investigative Skills Certificate (12 weeks) or equivalent training. Experience – 5 years of related experience including supervisory experience or equivalent combination of education and experience. Use of Force Certification (yearly re‑certification). Current and valid Class 5 B.C. Driver’s License. Accredited courses in legal investigations, judicial proceedings, case file management and dispute resolution or regulatory/public administration or related discipline (1 year).
