People and Culture Manager – Lookout Housing and Health – New Westminster, BC, Canada Full Time – Permanent Salary: $80,500 - $83,015 per year Position Summary The People and Culture Manager oversees the administration and strategic direction of People and Culture functions, including employee relations, labor relations, performance management, training and development, policy interpretation, and compliance with employment standards. The role leads the People and Culture team to implement policies and initiatives that support organizational objectives. Job Duties Provides strategic advice to Managers, Coordinators, and Directors on applying collective agreements and Society policies. Oversees a team of People and Culture Advisors and Administrative Assistants, ensuring recruitment, performance management, and support align with standards. Manages complex investigations, disciplinary actions, and terminations, oversees disability management cases. Oversees HRIS (SAP) and manages Recruitment Module, Onboarding Module, and Learning Module. Supports the CAO with exempt staff investigations, labor relations, and disability cases. Leads labor relations, handling grievances, arbitration preparation, and mediation, ensuring fair application of collective agreements. Coordinates with WorkSafe BC to manage inspections and ensure compliance with regulatory requirements. Oversees creation and revision of job descriptions, working with external partners such as HEABC to align roles with industry benchmarks. Leads essential services planning and post-submission negotiations with unions to ensure compliance. Manages Joint Labor Management meetings, ensuring consistent communication and resolution of labor issues. Develops, implements, and evaluates staff training programs; maintains training records and certifications. Manages placement of Practicum Students, Canada Summer Jobs participants, and volunteers across the organization. Distributes holiday gifts to guests and participants. Compiles statistical data and provides HR-related project summaries. Ensures compliance with FIOPPA and PIPA in handling confidential information and maintains secure procedures for sensitive materials. Employees must remain alert and attentive during working hours; sleeping during shifts is not permitted. Contributes to health and safety program. Performs other related duties as required. Qualifications & Requirements Post‑secondary education in Human Resource Management or related field; 2‑3 years of HR management experience or equivalent. Experience in the non‑profit sector, particularly in complex unionized environment. Knowledge of employment standards, labor laws, and Human Rights Code. Experience implementing People & Culture systems and programs. CPHR designation is an asset. Trauma‑Informed Practice training is an asset. Valid driver’s license, clean driving record, and reliable vehicle. OFA 1 First Aid Certificate. Must pass satisfactory Criminal Record Check. Skills And Abilities Strong collaborative approach to relationship‑building across the organization. Ability to interpret and apply policies, procedures, and collective agreement language effectively. Proven organizational and prioritization skills; manage multiple tasks and deadlines. Strong time management skills with competing priorities. Excellent verbal and written communication skills. Experience in data collection, report generation, and investigations. Ability to execute directives with minimal supervision and adapt to non‑standard situations. Benefits See recruitment site for full benefits package.
