Reporting to the Assistant Deputy Minister of Transportation, the Manager, Iqaluit Airport Operations, acts on behalf of the Government of Nunavut (GN) as the GN Representative named in the Iqaluit International Airport Improvement Project (IIAIP) Project Agreement. Through close and continuous monitoring of the Private Partner’s performance, the Manager is responsible for ensuring that the Private Partner lives up to their contractual obligations and that the Iqaluit Airport continues to serve the best interests of Nunavummiut. The Iqaluit International Airport is the single largest piece of infrastructure in Nunavut and is critical to the well‑being of the territory. The Iqaluit International Airport Improvement Project (IIAIP) is the first Public Private Partnership (P3) agreement undertaken in Nunavut, and is the most complex commercial agreement ever entered into by the GN. The Project Agreement governing the IIAIP included the initial four‑year construction phase, which concluded in 2017, as well as a 30‑year operations and maintenance period, concluding in 2047. This position includes responsibility for oversight and monitoring of all operation and maintenance activities, regulatory compliance, reporting requirements, service levels, and capital life‑cycle replacement delivered by Project Co under the terms of the IIAIP Project Agreement. The Manager, Airport Operations serves as the GN's principal representative on all matters pertaining to operation and maintenance of the Iqaluit Airport, including management of lands and leases designated as Commissioner’s Airport Lands. In addition, the Manager is responsible for exploring and undertaking initiatives outside the Project Agreement which may include future improvements to infrastructure, services, or operations at the Iqaluit Airport. This position also involves planning and managing other airport related initiatives and improvements; providing expert advice to the GN in aviation matters; and participating in development of policies regarding airports and other transportation services in Nunavut. Role As a senior advisor in matters of aviation and other modes of transportation, the Manager will be expected to play a key role in advising other senior government officials and developing policy to benefit transportation and economic development activities in Nunavut. The Manager, Iqaluit Airport Operations reports to the Assistant Deputy Minister of Transportation located in Iqaluit and has a support staff of two (2) specialists: Revenue and Contracts Officer Iqaluit Airport Compliance Officer The knowledge, skills, and abilities required for this position are usually obtained through a university degree from a recognized institution in Aviation Management, Aviation Operations, Engineering, Law, Business or another related field. A minimum of six (6) years’ experience in Airport Operations is required with three (3) years’ supervisory experience. This is a Position of Trust, and a satisfactory Criminal Record Check is required. The Official Languages of Nunavut are Inuktut, English and French. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross‑cultural environment are also considered assets.
