OverviewThe Department of Management (MT) provides a platform of services that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission is to be a partner and a business enabler that champions change and efficiency, leveraging a common purpose. MT assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States. The Division of Conference and Document Services (MTCD) coordinates and supports the implementation of information exchange and dissemination activities for its users and clients by organizing meetings and conferences, issuing documents in Arabic, Chinese, English, French, Russian and Spanish, and editing, printing and distributing publications. The IAEA has an extensive publishing programme, implemented by the Publishing Section, which produces publications on nuclear related issues in print and electronic formats. Inputs from manuscripts of scientific/technical publications and related requests are handled by the Publishing Section.Main PurposeTo represent the Nuclear Fusion journal scientifically and provide guidance to the IAEA on journal operations.Functions / Key Results ExpectedDevelop an in-depth knowledge of the journal coverage and make recommendations to the IAEA and the Board of Editors (BoE) for actions to develop the journal academically.Provide advice on matters relating to the journal peer review, including timely adjudications on disputed papers. S/he also considers appeals and scope questions and suggests referees for unusual or controversial work. S/he has access to academic networks in fusion and is able to delegate to experts as appropriate.Identify and talk with key research groups and individuals to ensure that Nuclear Fusion journal is seen as the forum of choice for the best research; in conjunction with the IAEA, communicate with the journal chairperson, the Associate Editor for Inertial Confinement Fusion and the BoE to engage members and circulate ideas for areas of development, review papers and special issues. The Scientific Editor will consider, moderate and then work with the IAEA to implement proposals.Note: this assignment will be spread out over a year.Qualifications And ExperienceAdvanced University Degree in physics, engineering or a related field.Required-Skills and ExperiencePlasma PhysicsIt is expected that the consultant will be a high-level fusion expert, active in the field. S/he must represent the journal to the community and therefore be of sufficient standing and reputation to do so.A broad expertise in fusion and plasma physics, with experience in both theoretical and experimental aspects and specialization in some of the following: Magnetic confinement fusion (MCF) science including confinement, transport, turbulence, MHD and energetic particles, fusion materials and technologies.S/he should demonstrate a strong academic / research background demonstrated by publication record. S/he should have prominence in the fusion field with leadership experience at a significant fusion facility and high-level involvement in international collaborations.Proven experience in both building committee consensus and in being a decision taker is required.An extensive and effective history of supporting Nuclear Fusion journal as referee and author is desirable.Experience in working at a number of fusion facilities and with international teams is desirable.Experience as Editor or board member on an academic journal is desirable.Years of experience in a role in fusion: 15 yearsExcellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.RemunerationThe remuneration for this consultancy is a daily fee of up to a maximum of € 420, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided.
