Infant and Toddler Specialist: Child Care Resource and Referral (TEMPORARY*) Position Type: Classified / Classified Date Posted: 12/18/2025 Location: Child Care Resource & Referral Date Available: January 2026 Closing Date: 01/07/2026 Location: Based out of Clackamas ESD Sunnybrook Office, 13455 SE 97th Ave, Clackamas, OR 97015 and itinerant in Clackamas County. Schedule: 8 hours per day / 5 days per week / year round calendar. *TEMPORARY: This position is anticipated to last through June 2026, with the possibility of extension in the 2026-27 fiscal year. About the program Child Care Resource & Referral (CCR&R) of Clackamas County supports high‑quality child care throughout the region. We offer professional development, training, and technical support to child care providers and help them earn licenses, navigate myORO (Oregon Registry Online), and achieve Spark quality ratings. About this position The Infant and Toddler Specialist supports child care programs to implement quality standards, provides coaching for providers serving children ages 0‑3, facilitates provider networks, and assists with recruitment, training, parent communication, and regulation compliance. Essential functions Provides training and technical assistance to child care providers serving children ages 0‑3 in alignment with Spark standards and Oregon’s Core Knowledge Categories. Ensures that providers serving ages 0‑3 have access to Zero to Three Critical Competencies training. Creates, recruits, and manages Focused Child Care Networks and supports participants’ implementation of quality standards. Facilitates Network meetings and provides individualized coaching. Recruits providers to participate in Spark and supports their continuous quality improvement. Supports providers in developing individual Professional Development Plans and navigating the community college system. Assists in developing quarterly and annual training plans focused on ages 0‑3. Develops new Set Two and Set Three trainings for professional development and quality improvement. Recruits and retains providers, including targeted support for newcomers. Assists in developing provider newsletters and recruitment materials. Uses the Find Child Care Oregon database to maintain current provider data. Receives and screens incoming calls and answers general questions about services. Assists in developing reports as needed. Assists with special projects as needed. Works collaboratively with community partners to advocate for increased availability and quality of early learning programs. Participates in Early Learning Department and CCR&R program team meetings. Participates in state committee meetings, work groups, and Communities of Practice. Minimum qualifications Bachelor’s degree in early childhood education or a related field with early childhood coursework, or a Step 10 or above on the Oregon Registry Online. Minimum of two (2) years of direct service in early childhood settings. Certified as an Oregon Registry Master trainer, or the ability to become certified within a specified timeframe. Proficiency with Microsoft Word, Excel, Publisher, and PowerPoint. Effective verbal and written communication skills. Strong presentation skills and experience developing and delivering trainings. Ability to establish and maintain cooperative working relationships. Ability to follow through to completion of assigned tasks. Ability to meet schedules and timelines. Ability to organize and prioritize tasks. Reliable personal motorized transportation, driver’s license, and insurance. Professional customer service skills, including tact, patience, and courtesy. Preferred qualifications Master’s degree in early childhood education or a related field. Bilingual; must pass a language proficiency assessment at an intermediate‑high to advanced level per CESD guidelines. Salary Range: $27.40 – $35.98 per hour, depending on step and qualifications. New hires are eligible to start at up to Step 4 depending on experience, per the Classified Collective Bargaining Agreement.
