Housing Services, Program Manager (Operations) Job Reports to:Director of Housing ServicesSalary:$50.89 – $63.62 SUMMARY Under the general direction of the Director of Housing Services, manages operations and technical services for the CDSB in accordance with related legislation, CDSB policies and procedures and CDSB Vision & Values. KEY RESPONSIBILITIES

OF POSITION Operations/Technical Provides technical advice, expertise and service as a member of the Operations/Technical Services Team as required Maintains standards of design and compliance with building, fire, life safety, emergency preparedness and other codes/legislation ensuring Housing Services attains, or exceeds, standards/obligations that provides a safe, secure living environment for residents Implements and administers preventative maintenance systems, move‑out/in renovations, portfolio risk management requirements, inventories, OH&S/WHMIS/WSIB programs and tenancy administration Provides advice and assistance with operational functions/tenancy administration and liaises with staff within Updates and implements Business Continuity Plan as required Administers the tender process/tender awards/project management including inspections, payment and contract performance approval functions Recommends tender awards up to $350,000 and approval of change orders and certifies progress payments Conducts inspections of building systems/components including landscaping and develops both short and long‑term maintenance services, maintains accurate portfolio records and develops a five‑year Capital Asset Management Plan Makes routine and non‑routine decisions related to day‑to‑day operations, long‑term capital/technical requirements, building emergencies, construction situations and related policies/procedures referring unusual situations to the Area Manager Provides internal client service to peers/co‑workers throughout the organization and external client service to Government Staff, Board Members, Strategic Partners, tenants, senior tenants, consultants and contractors maintaining close client business relationships to provide safe, secure living environment for residents Planning Develops and implements a Comprehensive Asset Management Program including portfolio‑wide maintenance/upgrade programs and polices/standards for CDSB assets and Providers as required Develops, manages and administers approved capital works programs developing conceptual designs and retaining consultants, when required, issuing requests for proposals, evaluating proposals, awarding contracts and monitoring the work of the consultants throughout the project Prepares tender documents including scope of work, specifications and construction drawings Management of staff /Administration Day to day management of staff in a unionized environment Participate in the interview and hiring process Direct training, development and discipline of staff CORE COMPETENCIES Analytical thinking skills required to break down multi‑dimensional issues such as issues relating to tenants, contractors, etc./physical assets and develop an effective Comprehensive Asset Management Program Versatility to adapt broad strategies, goals or projects to develop long‑term maintenance strategies/programs, meet the needs of customers and use innovative approaches to combine financial/human resources efficiently and effectively Good communication skills to deal effectively with all levels of staff within the organization, as well as external clients such as suppliers, consultants, contractors and government contacts, to manage day‑to‑day operational/technical services and ensure adherence to legislation, regulations, directives, policies and practices JOB REQUIREMENTS Sound knowledge of property management, asset management and social housing administration Sound knowledge, experience and ability in designing, producing and reading construction drawings using CAD software Knowledge of residential construction, building design, trades, structural/architectural design, electrical, mechanical, boiler systems, elevators, life safety systems and plumbing design in a building maintenance environment Knowledge of Housing Polices/Procedures, Building Codes, Fire Codes, By‑Laws, Tenant Protection Act, Construction Lien Act, Contract Documents, Occupational Health & Safety Regulations, Specifications, materials and methods, cost estimation, collective agreement, WHMIS, WSIB and generally accepted best practices for maintenance and renovations Knowledge of energy conservation standards and application of technology, janitorial materials/equipment/methods and construction tendering/specification writing Knowledge of MS Office (Word, Excel and PowerPoint), Outlook and the internet EDUCATION & EXPERIENCE Post‑secondary completion (i.e. Architectural or Engineering Technician) and a minimum of five years related management experience or equivalent combination of education and experience.
