Based out of Royal Columbian Hospital, you will be responsible for the oversight of daily operational management/maintenance of designated central steam/hot water heating production/distribution Utility Plants including Mechanical and other facility Systems. You will ensure a safe and reliable environment for the delivery of healthcare-related services, consistent with regulatory requirements and industry standards. Key areas of responsibility include: ensuring strategic and operational objectives guide departmental goals, reviewing systems for central steam and/or hot water heating production/distribution, managing operations, maintenance & repair, handling budgets, recruiting & supervising staff, managing staff performance, and labour relation matters such as grievance processes. Detailed Overview Supporting the Vision, Values, Purpose and Commitments of Fraser Health, including service delivery centered around patients, clients, residents and families. Reporting to the Senior Manager, the Manager oversees daily operational management and maintenance of designated central steam & hot water heating production/distribution Utility Plants and Mechanical Systems for Fraser Health sites, ensuring a safe & reliable environment for healthcare services. Responsibilities Establish, develop and implement department goals, objectives and operational requirements consistent with Fraser Health's strategic and operational objectives. Review current operations and develop appropriate systems and processes to ensure effective and efficient operations of assigned site(s) central steam and/or hot water heating production/distribution Utility Plant(s) including Mechanical Systems. Manage the operations, maintenance and repair of assigned site(s) central steam and/or hot water heating production/distribution Utility Plant(s) and Mechanical Systems. Provide operational leadership including maintenance oversight of emergency generators. Develop and implement the annual operating and capital budget; monitor expenditures, variance analysis, reporting and corrective actions. Recruit, mentor and professionally develop staff and contract employees; supervise staff, determine schedules, assign duties, conduct performance reviews, coaching, goal setting. Investigate work or staff performance issues and initiate disciplinary action up to and including termination; participate in grievance processes. Oversee development and continuous improvement of maintenance programs; apply scheduling and risk‑mitigation strategies. Procure and manage work of external service providers; negotiate contractual agreements for specialized maintenance, grounds and renovation work. Manage assigned construction, renovation and/or maintenance projects; liaise with stakeholders and coordinate activities of staff, consultants, and contractors. Develop and maintain policies, procedures and programs in accordance with applicable codes and standards; ensure compliance by employees and external service providers. Collaborate with Planning and Capital Projects teams; provide technical and logistical support. Develop and maintain key stakeholder relations; participate on committees as required. Participate in business continuity planning with clinical leadership and Emergency Management. Implement best practices for energy conservation, carbon footprint reduction, LEED certification and other environmental standards. Provide support in specific areas such as infrastructure, technical standards, systems commissioning, contract management, and safety or integrity management as assigned. Qualifications Education: British Columbia or Inter‑Provincial First or Second Class Certificate of competency as a Power Engineer or Mechanical Engineering Degree. Experience: Five (5) to seven (7) years recent, related progressive supervisory and management experience in a large, complex unionized environment or equivalent combination of education, training and experience. Competencies: Leadership practices of the Fraser Health Leadership Framework; interpersonal skills, staff development, project management, use of spreadsheets & word processing, adaptability, and knowledge of HVAC, electrical and control systems. Physical ability to perform duties of the job.
