Alberta Education, with input from Alberta Infrastructure, reviews school board submissions for new building and renovation projects to determine capital funding priorities as part of the Alberta Government capital plan. Alberta Education develops policies for planning the school facilities capital program, maintenance and renewal, lease support, and modular classroom programs. Capital Planning provides leadership to school boards, francophone authorities and charter school societies to deliver new facilities and upgrade capital infrastructure. Capital Planning representatives develop the scope of work for capital approvals and coordinate with Alberta Infrastructure to ensure projects are managed in line with government policy and standards.Senior Manager, Capital FinancialsThe Senior Manager, Capital Financials leads a team delivering financial planning and program support services to stakeholders inside and outside the ministry. This position is accountable for all Education financial reporting related to the multi-billion-dollar School Building Program. It also directs development and implementation of departmental financial policies and internal controls, provides guidance on complex financial and accounting policies, and resolves policy issues affecting program operations.Job ResponsibilitiesEnsures the division has effective capital financial policies and controls to comply with legislation, regulations, government-wide policies and best practices.Directs the development, implementation and management of divisional capital finance tools, policies, internal controls and reporting.Ensures the effective and efficient delivery of capital financial services to relevant branches to meet their goals as outlined in the department business plan.Provides advice on financial issues related to the school capital plan, maintenance and renewal, leasing, modular programs, or other capital matters.Develops and leads effective teams through direction, mentoring, learning and skill development, and plans to meet future HR needs.Leads a team that supports multiple sectors in the Financial Services and Capital Planning Division, collaborating with Treasury Board and Finance and Infrastructure.Provides leadership and expertise to cross-ministry projects and programs, including recommendations to executive management.Your Work Environment: A collaborative team environment with support, value, and work-life balance.Competencies and QualificationsAPS CompetenciesCompetencies are behaviors essential to serving Albertans.
