Base pay range CA$235,000.00/yr - CA$235,000.00/yr Since its establishment in 2002, the Greater Victoria Harbour Authority has evolved into a respected not-for-profit steward of Victoria’s working harbour, owning some 110 acres of waterfront and seabed land, and serving as a significant contributor to the municipal tax base. The organization’s portfolio spans deep-water terminals at Ogden Point, downtown marinas, float homes, liveaboards and industrial lands, all on the traditional territory of the lək̓ʷəŋən (Lekwungen) People. This positioning—balancing marine commerce, tourism, real‑estate, public access and Indigenous partnership—creates a unique cultural and operational identity for the Harbour Authority. The GVHA is entering a new strategic phase, and the next leader has an opportunity to shape how this harbour unfolds as both a working and recreational asset for Greater Victoria. Reporting to the Board of Directors, the Chief Executive Officer will lead GVHA in overarching responsibility for strategic direction, financial and operational performance, stakeholder engagement, asset development and sustainability of the harbour estate. The role encompasses guiding the senior leadership team, working closely with the Board in its policy‑governance model, and taking ownership of the annual plan, capital projects, real‑estate planning (notably the Breakwater District at Ogden Point) and cruise‑terminal operations, and leading the organization through its evolution to an effective co‑management model that leverages the strategic advantages provided by its founding partners, the lək̓ʷəŋən (Lekwungen) People. The new CEO must be a visible leader who can translate strategy into action and lead operational excellence across a broad and diverse property, tenant and community portfolio. The ideal candidate is a seasoned senior executive with demonstrable experience in complex, multi‑stakeholder environments—especially in sectors such as marine operations, ocean cruise, industrial property management, tourism or transportation. They bring full P&L responsibility, financial sophistication, strategic foresight, and land‑use planning, and asset management experience. They should be adept at forging authentic, mutually beneficial relationships with Indigenous partners, government at all levels, industry stakeholders and communities. They possess a communications style that inspires trust, and a leadership approach that values cultural humility, respect, collaboration, stability, creativity, and innovation. Their mindset is entrepreneurial, nimble, and action‑oriented—able to seek out opportunities, challenge the status quo and deliver results in dynamic settings.
