Manager Transportation Operations & Maintenance (Winter Services – City-Wide) Job Details Division & Section: Transportation Services Job Type & Duration: Full‑time, Temporary Vacancy 1 year (Possibility for Extension) Shift Information: Monday to Friday, 35 hours per week Affiliation: Non‑Union Number of Positions Open: 1 Posting Period: 21‑NOV‑2025 to 05‑DEC‑2025 The Manager, Transportation Operations & Maintenance (Winter Services – City-Wide), leads the planning, delivery, and continuous improvement of winter services across Toronto. This includes ensuring cost-effective and environmentally responsible execution of operating and capital programs delivered by both in‑house and contracted teams. The Manager applies strong project management skills to oversee procurement, contract administration, budget management, and public communications, while resolving service-related issues and complaints. A key aspect of the role involves collaborating with other divisions to coordinate operations, align resources, and implement strategic initiatives that enhance service quality, operational efficiency, and the resilience of the city’s transportation infrastructure. Responsibilities Contract & Program Management Lead in the development of contract documents, procurement, special specifications for planned operating, emergent and capital work, review and evaluate procurement submissions and prepare recommendations for contract award. Manage activities of staff and contractors engaged in operating and capital programs through planning, scheduling, coordinating, monitoring, and effective development of resources, authorize payments to contractors including negotiation of extra work orders and claims. Conduct detailed analysis associated with contractor performance, key performance indicators and compliance, particularly those associated with Auditor General recommendations. Strategic Planning & Service Delivery Develop and implement detailed plans and recommend policies regarding program-specific requirements. Manage effective, efficient, and equitable delivery of consistent level of maintenance services throughout the City meeting public and political expectations within budget. Develop and lead implementation and management of typical and emergency event response plans. Examine service delivery methodologies to harmonize services and balance resources. Lead review and initiate inter-divisional organizational changes to seek operational improvements and efficiencies. Work effectively with all Transportation Sections and other Divisions. Actively participate as a member of the Divisional Operation Centre when activated. Leadership & Performance Management Manage, motivate and train the unit’s staff, lead mock exercises, ensuring effective teamwork, high standards of work quality and organisational performance, continuous learning and encourage innovation. Supervise day‑to‑day operation of all assigned staff including scheduling, assigning and reviewing work, authorise and manage vacation and overtime requests, monitor performance, approve salary increments and recommend disciplinary action when necessary. Encourage staff to research and test new maintenance practices, equipment, technologies and materials and revise standards, specifications and/or contract items to incorporate cost‑effective and efficient methodologies. Financial Oversight & Budget Management Develop, recommend and administer the annual budget for the unit, ensuring expenditures stay within approved limits. Manage cost‑efficient and effective delivery of services. Stakeholder Relations & Compliance Ensure municipal and provincial legislation adherence. Develop, maintain and foster positive relations with key partners and stakeholders. Lead investigation of Councilor and customer inquiries and complaints ensuring proper documentation and resolution. Prepare correspondence and reports, attend Council, Standing Committee and public meetings to present operational programmes and policies. Assist in development and implementation of Communication Plans. Attend community council and public meetings to present operational programmes and policies. Qualifications Post‑secondary education in Civil Engineering, Transportation, Planning, or a related discipline, or equivalent combination of education and experience. Extensive experience in project management with strong leadership skills to deliver complex projects and initiatives from inception to implementation, balancing political, community, and stakeholder interests. Considerable experience in managing operational teams and addressing management‑related issues, focusing on continuous improvement and team development to support a high‑performing workforce. Considerable experience in contract development, procurement processes, and contractor performance evaluation. Experience in developing and executing emergency response plans and participating in coordinated operational efforts during critical events. Current PMP designation or one in progress is an asset. Ability to foster an organisational culture that emphasises innovation, collaboration, transparency, accountability, and trust, while promoting a strong code of ethics and integrity. Ability to support Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces. Knowledge of Ontario Highway Traffic Act, Ontario Traffic Manual and familiarity with Ontario statutes and municipal legislation including OHS Act, Collective Agreements and City of Toronto People, Equity & Human Rights policies. Knowledge of road operations including winter maintenance, surface infrastructure, signs, and pavement markings, with an understanding of service delivery standards and operational best practices. Strong understanding and application of budget principles and financial controls. Highly developed interpersonal, negotiation, conflict resolution, analytical and communication skills (oral and written), with strong political acumen. Possess and maintain a valid Province of Ontario Class “G” Driver’s License and access to a personal vehicle. Availability to work overtime, including evenings and weekends, in accordance with legislative requirements.
