OverviewSenior Manager, Budgeting & Forecasting role at BC HousingLocation: Burnaby, BCNote: This position is a short-term (approximately 18 months) full-time assignment.ResponsibilitiesPlan and manage the implementation of the budgeting process for BC Housing and the Provincial Rental Housing Corporation (PRHC).Prepare the budget for presentation to the Executive, BC Housing’s Board of Commissioners, the Ministry responsible for Housing, the Canada Mortgage and Housing Corporation (CMHC), and Treasury Board/Staff.Prepare the Financial Plan in the three-year Service Plan and the Financial Report in the Annual Report, along with estimates, forecasts, cash flow statements, and related analyses for informed decision-making.Oversee reporting of results against budgets, evaluate current and anticipated programs, and develop options and strategies to improve BC Housing’s financial position.Assist in preparing the 10-year Capital Plan and 5-year Financial Management Plan.Ensure the integrity and operability of the core financial structure in the Finance system (JD Edwards EnterpriseOne) and manage projects related to the financial decision-support framework.Provide leadership and guidance to senior managers regarding budgeting, financial planning, and related matters to enhance financial and business performance.Candidate ProfileEducation & ExperienceBachelor’s degree in Accounting, Finance, Public Administration, or related field.Member in good standing of the Chartered Professional Accountants (CPA) Association.Significant experience in budgeting, forecasting, and financial analysis for a large, complex organization with computerized accounting and financial operations.Or an equivalent combination of education, training, and experience acceptable to the Employer.Knowledge, Skills & AbilitiesExtensive knowledge of budgeting, forecasting, and financial analysis models and frameworks.Extensive knowledge of financial, accounting, reporting systems, processes, and controls.Ability to learn mission-critical enterprise applications such as JD Edwards EnterpriseOne (JDE1), WebFOCUS, Cashflow Financial Forecasting (CFF), and Central Property System (CPS).Ability to understand the Commission’s programs, operating requirements, relevant legislation, and the role of central agencies.Ability to lead budgeting and forecasting processes and develop budgets in line with requirements.Ability to provide leadership in financial research, analyses, and presenting options to improve financial position.Ability to assess the business and financial implications of new programs and opportunities and develop strategies to achieve objectives.Ability to lead, coach, and motivate staff; establish rapport with executives and stakeholders.Strong problem-solving, communication, writing, presentation, and interpersonal skills; analytical and conceptual thinking skills.Indigenous candidates are welcome to connect with an Indigenous team member to discuss recruitment and workplace; please contact hr_admin@bchousing.org to arrange a call.Compensation$127,112 - $149,543 AnnuallyHow to ApplyPlease review the attached job description for a complete list of duties, qualifications, and competencies.
