This position is part of the Connect 6ix project. Toronto's new Ontario Line subway is now under construction. The Connect 6ix consortium has a key role in this project, delivering the trains, the signaling system, and the operations, storage, and maintenance facility. Connect 6ix will also operate the Ontario Line for a 30-year term once it comes into service.
Role overview
The Traffic Manager is responsible for ensuring compliance with federal, provincial, and municipal traffic laws and Occupational Health & Safety (OH&S) regulations while overseeing all on-site traffic management activities. This includes the development, implementation, and supervision of Traffic Control Plans (TCPs), coordination with contractors, and maintaining authority over traffic control personnel. The Traffic Manager serves as the primary liaison with municipalities, transit providers, the Ministry of Transportation of Ontario (MTO), and the Contracting Authority to ensure seamless traffic operations.
In addition to operational traffic management, this role incorporates quality-related responsibilities to improve traffic safety, minimize disruptions, and optimize efficiency. The Traffic Manager is responsible for conducting regular inspections, audits, and performance monitoring to uphold high-quality standards in traffic control procedures and ensure continuous improvement in traffic safety and mobility.
Roles and Responsibilities
Regulatory Compliance and Liaison
- Ensure adherence to federal, provincial, and municipal traffic laws and OH&S regulations.
- Act as the primary liaison with municipalities, transit providers, MTO, and the Contracting Authority for traffic management and quality-related concerns.
- Co-chair the Transportation Management Committee with the Contracting Authority, providing updates on traffic safety, compliance issues, and quality improvements.
Traffic Control Planning and Supervision
- Develop, implement, and oversee Traffic Control Plans (TCPs) in the field.
- Supervise and direct all on-site traffic control operations, ensuring proper coordination with contractors.
- Maintain authority over Project Co’s traffic control personnel and procedures to enforce safety and quality standards.
Quality Assurance and Performance Monitoring
- Establish and enforce quality control measures for traffic management, ensuring all activities align with safety regulations and best practices.
- Conduct regular inspections to verify compliance with traffic control plans, road safety standards, and permit conditions.
- Analyze traffic flow data, queue lengths, transit travel times, and incident reports to improve traffic control measures.
- Implement corrective actions and continuous improvement initiatives to reduce risks and enhance efficiency in traffic management.
- Ensure accurate and timely documentation of all traffic control activities, including lane closures, detours, unauthorized disruptions, and safety incidents.
Monitoring, Incident Response, and Documentation
- Monitor queue lengths at active construction sites and implement mitigation measures to reduce congestion and improve safety.
- Track transit travel times and escalate operational performance issues for resolution.
- Respond to traffic-related incidents caused by construction activities, investigating root causes and implementing corrective actions.
- Maintain detailed records of all major traffic incidents, ensuring proper documentation and reporting within 48 hours.
Training and Continuous Improvement
- Develop and implement training programs for traffic control personnel to improve safety compliance and efficiency.
- Stay updated with industry best practices, technological advancements, and regulatory changes to enhance traffic control and quality-related aspects.
- Foster a culture of accountability, continuous learning, and proactive problem-solving in traffic operations.
Availability and Coordination
- Ensure on-call availability with a Traffic Control Supervisor or alternate able to respond within 30 minutes when required.
- Attend and actively participate in traffic management and project coordination meetings.
Skills and Qualifications
- Bachelor’s degree in civil engineering, Construction Management, Traffic Management, or a related field.
- 3-5 years of experience in traffic management within the construction industry.
- Strong knowledge of Ontario Traffic Manual (Book 7), Highway Traffic Act, and OH&S regulations.
- Proven experience in traffic control, compliance monitoring, and quality-related oversight.
- Experience in designing and implementing Traffic Control Plans (TCPs) with a focus on safety and efficiency.
- Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
- Excellent problem-solving and decision-making abilities.
- Strong communication and stakeholder coordination skills.
- Ability to work in fast-paced environments and under pressure.
