The Housing Secretariat works in partnership to strengthen and maintain the housing system so Torontonians have access to safe and affordable housing options that are right for them.

The Manager Finance and Administration provides effective management and coordination of the Division's operating and capital budgets and for monitoring the budgeted expenditures and financial control systems.

Major Responsibilities:

  • Leads a team of financial professionals, managing, motivating, and training staff to ensure effective teamwork and high standards of work quality.
  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages complex assignments from inception through to implementation while balancing multiple partner interests.
  • Supervises the day-to-day operation of all assigned staff including scheduling, assigning, and reviewing work.
  • Monitors and evaluates staff performance, approves salary increments, and recommends disciplinary action when necessary.
  • Develops, recommends, and administers the annual operating and capital budget for the division.
  • Provides support to senior management by ensuring financial and operational objectives are met.
  • Manages the division's operating and capital budget processes, ensuring compliance with corporate guidelines.
  • Provides direction in all accounting and financial matters, ensuring adherence to financial information systems.
  • Prepares financial reports and variance analysis for senior management.
  • Ensures the collection of division subsidy claims and sundry accounts receivable, and manages bank account reconciliations.
  • Represents the division in dealings with auditors regarding external audits.
  • Responds to inquiries from members of Council and other stakeholders.
  • Develops effective financial and internal control mechanisms for divisional programs.
  • Prepares ad hoc financial reports for management and staff.
  • Directs and monitors programs regarding in-year expenditure and revenue performance.
  • Manages and coordinates SAP training for the division.
  • Directs special studies related to divisional budgeting for capital projects.
  • Prepares reports on the feasibility of ongoing and proposed policies and programs.
  • Directs the analysis of program costs and service levels.
  • Manages financial signing authorities for the division.
  • Provides technical advice and financial assistance to program management.
  • Ensures consistent application of corporate financial policies and procedures.

Key Qualifications:

  • Professional accounting designation or post-secondary education in a related discipline, e.g., MBA, with experience in public administration or management.
  • Considerable management experience in strategy and policy development and implementation.
  • Extensive experience with oversight of internal control over financial reporting.
  • Experience leading and motivating a diverse team of professionals.
  • Experience in monitoring and coordinating large scale operating and capital budgets.
